Type of Contract: Construction, Firm Fixed Priced (FFP), Single Award Contract Place of Performance: Socorro County, New Mexico Type of Construction: Heavy - 238990 - All Other Specialty Trade Contractors PROJECT DESCRIPTION: Socorro East Fence & Catchment Page 20 of 20 FAR Magnitude: Between $25,000 and $100,000 SIZE STD: $16.5 Million SET-ASIDE: Small Business HSP 2022 WW Socorro East Fences and Catchments includes construction of two pipe and cable fence exclosures and three wildlife water catchments. The catchments and associated fences are existing New Mexico Department of Game and Fish Habitat Stamp Program projects. Details are included in this Statement of Work. The work must be completed June 01, 2022. Locations of Projects There are three different sites for the projects on Bureau of Land Management (BLM) administered lands. Fite and Cerro guzzler are located near Cerros de Las Campanas Mountain about 13 miles east of San Antonio, NM. Fite guzzler is in SW 1/4 of Section 23 and Cerro guzzler is in NW 1/4 of Section 35 both in Township 5 South Range 2 East. Taylor game water is in the Chupadera Mountains about 40 miles east of San Antonio, NM. Taylor game water is in SW 1/4 of Section 33 of Township 5 South, Range 7 East. See attached Maps. Boundaries of Project Areas At the site, the desired location of the catchment will be marked. The tanks will be set by BLM personnel prior to construction. Also, the fence corners (four) will be marked with lathe and flagging. Period of Performance: 04/01/2022 to 05/16/2022 Access From Socorro, NM travel south on Interstate 25 approximately 8 miles to San Antonio, NM. Then take Exit 139 to US 380 east approximately 13 miles. Go south on US 525 towards WSMR Stallion Gate for two miles. Follow two tracks to west and southwest to Fite and Cerro guzzlers respectively. Access to Fite requires 1/4 mile of off-road travel to the project area. Cerro guzzler requires 3/4 mile of off-road travel to project area (see map). For access to Taylor game water, from Socorro, NM travel south on Interstate 25 approximately 8 miles to San Antonio, NM. Then take exit 139 to US 380 east 44 miles to mile marker 44. Travel north- northwest on two track roads approximately 3 miles. From here 1/4 mile of off-road travel to the project area. All vehicles shall remain on existing roads, except for the temporary access route to project site. No vehicle access will be allowed off existing travel routes other than that outlined to implement the project. The access to the Fite and Cerro sites can be very sandy and access may be difficult, pre-bid site visit is strongly suggested. Project Purpose The purpose of this contract is to reconstruct wildlife water catchment facilities with exclosure fences to provide improved wildlife habitat. Bids are to be itemized as follows: BID ITEM 1: Construction of two pipe fences for Fite and Cerro guzzler, LABOR ONLY, 1,000 linear feet, government furnished materials. BID ITEM 2: Construction and materials for three wildlife water catchments for Fite guzzler, Cerro guzzler, and Taylor game water. Each catchment of the three catchments are 1,000 square feet, composed of two 20' X 25' connected roof structures (see attached specifications and diagrams). Pipe, concrete, and 6" custom manufactured gutters for the structures will be government furnished, all other materials for the catchments will be provided by contractor. DESCRIPTION OF WORK The Bureau of Land Management-Socorro Field Office (BLM-SFO) is planning to construct two exclosures, 1.5 acre in size (approximately 1,000 ft. +/- 50 ft.). The exclosure fences will be pipe rail with two cable strands (see attached drawings). Also, to be constructed are three water catchment structures - constructed of pipe and purlins, with 26-gauge pro panel roof, colored in Hunter Green. The water catchment roof is composed of two- 20' X 25' structures which sloped inward and drained into a 6" galvanized gutter. The catchments will feed into UV resistant HDPE 5,000-gallon low profile storage tanks or buried storage tank. The contractor shall complete tasks described under section A.4.0 as SPECIFIC TASKS and abide by items described under section A.6.0 and A.7.0. The contractor shall ensure that all equipment, tools, supervision, and other items and services are provided to perform required tasks, except as specified in section A.3 as GOVERNMENT FURNISHED PROPERTY AND SERVICES. The construction project shall be completed by June 01, 2022, as conditions allow. SITE SPECIFIC DETAILS The Fite and Cerro guzzler locations will have a pipe fence and catchment built at each location. Access will require 1/4 mile of off-road access to Fite guzzler and 3/4 mile of off-road access to Cerro guzzler. The sites are sandy, and travel may be difficult once ground is disturbed. It is recommended to limit trips to the sites as much as possible to prevent the sand from becoming loose. A site visit is recommended so contractor can see the conditions firsthand. Fite guzzler water catchment will be exact same design as the others. The only difference is that it will feed a storage tank buried underground. This catchment shall be built as low in height as possible while meeting specifications, to prevent it from being seen from a distance. The COR or project inspector will work with contractor to determine exact height of structure. A catchment only will be constructed at the Taylor game water location. There is 1/4 mile of offroad access, however the ground is solid during dry conditions. So, access should not be problematic. This site contains a fair amount of rock, making digging slightly more time consuming than in sandy locations.
