The Town of Pembroke is soliciting proposals from qualified vendors to provide necessary planning and engineering services to assist the Town in the development of a stormwater utility. Assistance is needed in a variety of areas including: rate structure d Mailed responses ONLY will be accepted 03/04/2022: Any and all questions regarding the RFQ must be in writing via email to victoria@pembrokenc.com on or before this date by 12:00 pm. It is the responsibility of the service provider to confirm receipt by the Town. Questions should reference this RFQ page and section number SCOPE OF WORK The initial scope of work for the stormwater development plan is generally described within the following elements: (1) The Vendor will be expected to conduct a Utility Rate Study to establish a funding methodology and program necessary to fund stormwater capital improvements and existing stormwater system maintenance on an annual basis. o Establish rates that are based on impervious area per parcel with separate rates for residential and commercial properties (if possible, utilize the Town's current impervious surface analysis (see Appendix A). o Determine possible rate structure models to be considered. (2) The Vendor will prepare a Stormwater Management Plan to include the following: o Specify requirements for existing and new development o Establish water quality standards for runoff o Specify maintenance requirements for existing stormwater conveyance systems (3) The Vendor will formulate an Operations and Maintenance Plan (O&M Plan) for the Town's stormwater system. o Outline the course of action to take if an illicit discharge were to occur, methods of keeping the conveyance measures in optimal working condition and establish a schedule of maintenance activities. (4) The Vendor will be expected to prepare a proposed Stormwater Awareness Campaign to include the following: o The development of supporting material to explain in basic terms what stormwater is, where it originates, and its path to its final destination. The campaign should explain what it takes to maintain the stormwater system and why the public's assistance is necessary. Respondents should outline plans and deliverables associated with the awareness campaign.
