The project includes approximately 3,500 linear-feet of 42-inch, 1,000 linear-feet of 30-inch, 500 linear-feet of 24-inch sanitary sewer and 1,300 linear-feet of 24-inch water line. The owner reserves the right to waive any informalities or to reject any or all bids. This contract is subject to applicable labor laws including Davis Bacon (for contracts $10,000,000 or more), Project Employment and Local Impact reporting, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962, the American Rescue Plan Act of 2021, and Title VI of the Civil Rights Acts of 1964 also apply. The Uniform Grant Guidance including Domestic Preference provisions 200.322 apply to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution. Project is subject to 2 C.F.R. Part 180 (excluded parties both Contractors and Subcontractors) and Treasury's implementing regulation at 31 C.F.R. Part 19. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. An Arkansas Contractor's license is not required at the time of the bid submission, however, one must be presented by the selected Contractor prior to contract execution.
