The M.D of Lesser Slave River is planning the excavating, crushing and stockpiling of approximately 50,000 tonnes of Designation 4, Class 20 and Designation 4, Class 40 gravel at the MDs Moose Portage gravel pit. Crush gravel to Alberta Transportation gravel specification Designation 4, Class 20 and Class 40 and stockpile. Aggregate material for crushing is to be obtained from the gravel pit. a) Prepare the site including removal of snow, overburden and preparing pad for crushing equipment. Calibrating equipment and scaling, supplying and quality testing to ensure an acceptable product will be the Contractor's responsibility.
b) Water Management during work will be the Contractor's responsibility.
c) Excavate and crush from the Mitsue Pit (SW-28-71-26W4) approximately 40,000 tonnes of gravel meeting the Contract Specifications for Designation 4 Class 20 and place in stockpile in the pit as directed by the Director of Field Services or Designate.
d) Excavate and crush from the Flatbush Pit (SW-28-71-26W4) approximately 10,000 tonnes of gravel meeting the Contract Specifications for Designation 4 Class 40, and place in stockpile in the pit as directed by the Director of Field Services or Designate
e) The Contractor shall meet with the Director of Field Services, or his representative, prior to the commencement of operations, to review and agree upon the proposed work plan and schedule. This will be done to ensure that critical portions of the work are completed on schedule and to reduce areas of conflict with traffic and other work projects. The proposed work plan will include an environmental site plan.
f) A pre-start up meeting is required to address safety items required from the successful company. The Tender must be accompanied by a Certified Cheque or Bid Bond made payable to the Owner in the amount of Ten (10%) Percent of the total sum tendered for the Work. The successful Bidder shall provide a Performance Bond and a Labour and Materials Payment Bond upon award of the Contract; each Bond in the amount of fifty (50%) percent of the tender price. The cost of such Bonds shall be borne by the Contractor. Alternatively, a Certified Cheque or Bank Draft made payable to the Owner in the amount of Ten (10%) Percent of the total sum tendered for the Work may be considered in place of the Guarantee Bonds. The bidders shall obtain written permission from the appropriate government agency or property owner before excavating test pits or test holes on road allowances or privately-owned land. The Director of Field Services or Designate shall be notified prior to commencement of a testing program. The site shall be left in a neat and tidy condition. The Bidder shall state in the Tender Form the time within which he expects to be able to complete the Work. The Contractor shall schedule his operations to ensure completion of the project by July 30, 2022. The following modifications to Part V, Specification 1.4 will apply with respect to Liquidated Damages and the penalty of $500 per day in the event the Work is incomplete as of July 30, 2022. Further, without limiting the foregoing, as it is the purpose of the Owner to obtain the tender most suitable and most advantageous to the interests of the Owner notwithstanding anything else contained within the instructions or request to Bidders, the Owner reserves the right, in its sole and unfettered discretion, to reject or accept any tenders, including the right to reject all tenders. The Owner reserves the right to accept a tender other than the lowest tender without stating reasons. The Owner has the right to award the work to whomever it chooses, in its sole and unfettered discretion, and for whatever reasons the Owner deems appropriate. Without limiting the generality of the foregoing, the Owner may consider any other factor besides price that it deems in its sole discretion to be relevant to its decision,
