Remove Obstruction - Former Blair and Horner Properties The prospective Bidder is encouraged to contact Cory Cree for review of documents at 814-931-1402 for information on where the documents are located within their office and any special procedures for accessing the documents. The Johnstown-Cambria County Airport Authority expressly reserves the right to accept or reject any or all bids or to waive any informalities in the same. Each bidder must deposit with his/her proposal a bid security in an amount equal to at least 10% of Base Bid of his/her Base Bid. Said security shall be in the form and subject to the conditions given in Section 20 of the General Provisions. No bidder may withdraw his/her bid within 120 days after the actual date of the opening thereof. Successful bidders, must enter into the Agreement and furnish a Contract Bond and evidence of required insurance with fifteen (15) days after notification acceptance of such proposals, all as more specifically required in the Contract Documents. Wages as predetermined by the Secretary of Labor and Industry of the Commonwealth of Pennsylvania and included in the specifications and contract documents and/or addenda thereto shall be used by the CONTRACTOR in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 8 of the Project Manual. The Johnstown-Cambria County Airport Authority, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d 4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 26, Nondiscrimination in Federally assisted programs of the Department of Transportation, issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Johnstown-Cambria County Airport Authority is committed to assuring that small business concerns owned and controlled by socially and Economically Disadvantaged Individuals (DBE) are included in projects it sponsors. Overall goals have been established as 4.61% for Disadvantaged Business Enterprises for the fiscal year 2022. The Johnstown-Cambria County Airport Authority is committed to meeting this goal on all services provided, and the CONTRACTOR is expected to put every effort forward to meet the above DBE goal. Proposals must include the percentage involvement of Disadvantaged Business Enterprises along with the names of the firms involved, and the completed certification. Please note that certification as a DBE by the PA UCP is separate and distinct from other certification programs. This project will involve the removal of tree obstructions and the existing structures on both the former Blair Property located at 164-168 Airport Road, Johnstown, PA 15904, and the former Horner Property located at 161 Kohler Street, Johnstown, PA 15904. Both the former Blair and the former Horner Properties were acquired by the Airport Authority. Both properties are located within the Runway Protection Zone and contain tree obstructions to air navigation. Construction items include structure removal, tree removal, well abandonment, installation of a rock construction entrances, and installation & maintenance of erosion & sedimentation controls. Structural building removal will include three (3) houses and a shed. On the former Horner property an abandoned water well will also need to be decommissioned in accordance with PA-DEP standards.
