Municipal Waste Disposal Capacity Clarion and Forest Counties are issuing a Solicitation of Interest (SOI) for at least ten years of disposal capacity for municipal waste generated in Clarion and Forest Counties (Counties). The SOI is intended for facilities interested in offering long-term solid waste disposal capacity, and to identify the willingness of the processing/disposal sites to enter discussions with County representatives on the topic of promoting recyclables management in Clarion and Forest Counties. Transfer stations handling municipal wastes (including conventional municipal, C&D, regulated medical waste, and special handling wastes) that are generated by the Counties, will also be required to comply with minimum SOI requirements and enter contracts with the Counties.
