Site work and paving for a civil project in Sinking Spring, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The Project generally consists of the realignment of the intersections where Penn Avenue (SR 0422) intersects with both Columbia Avenue (SR 3016) to the south and Cacoosing Avenue to the north. The work associated with this project is as shown on the Highway Occupancy Permit Plans, Traffic Control Plans, and Signal Plans related to this project. The Project is for the realignment of Cacoosing Avenue and Columbia Avenue (SR 3016) to intersect with Penn Avenue (SR 0422) in the Borough of Sinking Spring as shown on the Contract Drawings. The project generally consist of, but is not limited to, clearing and grubbing of the work area as required, all demolition work required for the intersection realignment, adjustment or replacement of existing utility structures to match the new grades, stormwater system which includes, but is not limited to, pipe, inlets, manholes, and underground detention basin installation, roadway excavation, concrete curbing, concrete sidewalk, handicap ramps where noted, full depth roadway paving where noted, mill and overlay of Penn Avenue where noted, installation of pavement markings, installation of roadway signage, traffic signal installation, and complete restoration of all areas disturbed by this construction project. Project location is located at and around the intersections of Penn Avenue (S.R. 0422) with Columbia Avenue and Cacoosing Avenue in the Brough of Sinking Spring, Berks County, Pennsylvania. The Work will be performed under one Contract as follows: Contract One - General Construction. Questions will be accepted until 2:00 P.M., prevailing time, on March 14, 2022; questions will be accepted through Electronically, only from prime bidders. All questions must be submitted through Electronically and will not be accepted in any other manner. Bids may be modified or withdrawn at any time prior to the opening of Bids. After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders (Document 00100). Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bids. The Contract will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry. It is brought to the attention of the Bidder that the Project will be funded by the Commonwealth of Pennsylvania, Pennsylvania Department of Transportation (PennDOT) Multimodal Fund Grant. Qualified Minority and Women Businesses Enterprise (MBE/WBE) are encouraged to respond to this Invitation to Bid. The contractor is required to be prequalified by PennDOT, pursuant to 67 Pa. Code Chapter 457, Prequalification of Bidders. Each Bid must be accompanied by Bid security in the form of a certified check, bank check, irrevocable letter of credit, or Bid bond (on the form included with the Bidding Documents) for 10 percent of the Bid total. It is a requirement of this Contract that at least 50% of the Work be performed by prime Bidder's own work force, not by subcontractor(s). It is a requirement of this Contract that Bidder shall have a minimum five (5) year, five (5) project documented experience in the type of Work required by this Project. The cost of each project included in Bidder's questionnaire must be in excess of $250,000 in order to be considered project experience. Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania. As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the "Public Works Employment Verification Act". The Borough of Sinking Spring hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid.
