Site work for a water / sewer project in Pleasanton, California. Working plans call for site work for a water / sewer project.
**As of 5/17/2022 All bids received for the EALS Pump Station Rehabilitation - 21-P009 project. We are reevaluating the scope of work for this project and hope to rebid the project in the next few months. The Contractor shall: 1. Remove existing three (3) pumps and replace with owner furnished Vaughn Chopper Pumps; 2. Remove three (3) variable frequency drives (VFDs) and replace with owner furnished Allen Bradley 753 Series; 3. Remove one (1) level transmitter and replace with owner furnished VEGA level transmitter; 4. Remove three (3) flow meters and replace with owner furnished Rosemount (8750 Series) flow meters; and 5. Remove one (1) discharge valve and replace with new owner furnished discharge valve. 6. Perform all work per detailed Drawings contained in the Contract Document. Besides the owner furnished material, the Contractor shall provide all tools, equipment, labor for installation of all owner furnished material. The Contractor must startup, test, commission all owner furnished equipment and ensure it is operational. The successful bidder will have ninety (90) calendar days to substantially complete the project from the Notice to Proceed. The estimated cost of construction is $235,000. All individuals are to abide by Dublin San Ramon Services District's Covid-19 Site-Specific Protection Plan (SPP) at all stages of the process. This project is subject to labor compliance monitoring and enforcement by the California Department of Industrial Relations. The Owner hereby advises all bidders that the successful bidder shall: 1. Employ the appropriate number of apprentices on the job site as set forth in California Labor Code 1777.5; 2. Provide Workers' Compensation coverage, as set forth in California Labor Code Sections 1860 and 1861; 3. Keep and maintain the records of work performed on the public works project, as set forth in California Labor Code Section 1812; 4. Keep and maintain the records required under California Labor Code Section 1776 which shall be subject to inspection pursuant to California Labor Code Section 1776 and California Code of Regulations, Division 1, Chapter 8, Subchapter 3, Article 6, Section 16400 (e); and 5. Be subject to other requirements imposed by law. In accordance with the provisions of the California Labor Code Sections 1722.1, 1725.5, 1770, 1773, 1773.1, 1773.6 and 1773.7 as amended, the Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in accordance with the standards set forth in Section 1773 for the locality in which the Work is to be performed. A copy of said wage rates is available on-line at http://www.dir.ca.gov/dlsr/statistics_research.html#PWD. It shall be mandatory upon the Contractor to whom the Work is awarded and upon any subcontractor to pay not less than said specified rates to all workers employed by them in the execution of the Work. Said prevailing rate of per diem wages will be made available to any interested party upon request, and a copy thereof shall be posted at the job site by the Contractor. The Owner will not recognize any claim for additional compensation because of the payment by the contractor of any wage rate in excess of the prevailing wage rates on file as aforesaid. The possibility of a wage increase is one of the elements to be considered by the contractor in determining his/her or its bid and will not, under any circumstances, be considered as the basis of a claim against the Owner on the contract. The successful bidder and its subcontractors shall employ workers, trades and craftsmen, which constantly display and demonstrate proper moral, ethical and professional conduct to all fellow workers, employees and representatives of the Owner and other involved entities. Each bid must conform and be responsive to the invitation, the Plans and Specifications, and all documents comprising the Contract Documents. The said check or bidder's bond shall be given as a guarantee that the successful bidder will execute the contract in conformity with the form of agreement contained within the contract documents, and will furnish bonds and insurance policies as specified within ten (10) days after notification of the award of the Contract to the successful bidder. All project bonds must be executed by an admitted surety insurer in accordance with applicable law and acceptable to the Owner. Cost for work described in each addenda issued during the time of bidding shall be included in the Bid and the addenda shall become a part of the Contract documents. Bidders shall develop and submit bids at their own expense. The Owner will not reimburse any costs associated with the development and submittal of any and all Bids. In accordance with California Public Contract Code Section 3400, bidders may propose equals of products listed in the plans and specifications by manufacturer name, brand or model number, unless the technical specifications or plans specify that the product is only available from one source, or is necessary to match others in use. The Owner reserves the sole right to reject any or all bids and to waive any informality in a bid. No bidder may withdraw its bid for a period of sixty (60) calendar days after the date set for the opening thereof. The Bidder shall guarantee the total bid price for a period of sixty (60) calendar days from the date of bid opening. Any bid protest must be submitted in writing to the District Secretary at 7051 Dublin Boulevard, Dublin, CA 94568, before 5 p.m. of the fifth working day following bid opening as further described in 00100-21.0, BID PROTEST. The above time and content requirements are mandatory, and failure to comply therewith shall constitute a waiver of any further right to pursue a bid protest, including filing a Government Code claim or legal proceedings. Bid protests shall be acted upon by the District's Board. At the successful Contractor's option, securities may be substituted for the required retention, in accordance with the provisions of Section 22300 of the State of California Public Contract Code. In accordance with the provisions of California Public Contract Code Section 3300, the Owner has determined that the Contractor shall possess, as a minimum, a valid Class A or C10 License. In accordance with the provisions of California Business and Professions Code Section 7028.15, a bid submitted to the Owner by a Contractor who is not licensed in accordance with Chapter 9 of the California Business and Professions Code shall be considered non-responsive and shall be rejected by the Owner. The Contractor shall not be qualified to submit a bid to perform the Work unless it is registered and qualified to perform public work pursuant to Labor Code Section 1725.5 at the time that the bid is submitted. Failure to have registered and thereby be qualified shall render the bid non-responsive. Partial sets of Bid Documents are not available from the Owner.
