Sealed Bids for the "AJB and Great Pond Water Treatment Plant - Filter Media Replacement" All Work of this Project shall be completed in compliance with the Commonwealth of Massachusetts COVID-19 Guidelines and Procedures for All Construction Sites and Workers at All Public Works Sites. An enhanced site specific COVID-19 Health and Safety Plan will be required during the submittal process. Contract payment will be by the unit price method and the lump sum price method as indicated on the Bid Proposal. No Bidder may withdraw his/her Bid for a period of thirty (30) calendar days after the actual date of the opening of the Bids. This project shall also comply with Sections 39F, 39K, 39N, and 39O of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised and included in Appendix B. Each bid shall be accompanied by a bid security in the amount of 5 percent of the Bid. The Bid Security shall be in the form of a bid bond or certified treasurer's or cashier's check. Successful bidder must furnish 100 percent Construction Performance Bond and 100 percent Construction Payment Bond. The Project shall be phased over a three (3) year period and include the removal, storage, reactivation and installation of GAC media in gravity filters at both the Arthur J. Bilodeau Water Treatment Plant and the Great Pond Water Treatment Plant. The initial Contract will include the removal, storage, reactivation of spent GAC and the installation of virgin GAC in one filter at the AJB Water Treatment Plant and two filters at the Great Pond Water Treatment Plant. The Contract duration shall be 3 years, commencing from the date of the Notice to Proceed. At the Owner's discretion, Contract Amendments will be prepared for any additional work requested after the initial Contract based on the needs of the Town, the Bid Prices, and the actual work completed. The Town reserves the right to decline or enter into a Contract Amendment at their sole discretion. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be the best interest of the Town of Weymouth. The Owner reserves the right to omit part or whole of any proposed work to be performed, as described in the Contract Documents, as may be required to maintain the total cost of work within available funds.
