Notice is hereby given that the Rural Utilities Service (RUS), as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by Lake Rockport Estates, Utah. The proposal is for construction of additions and improvements to the existing culinary water system to correct system deficiencies in accordance with Utah Division of Drinking Water requirements and to increase source capacity available to Lake Rockport Estates users. The impacted area consists of the Lake Rockport Estates community. Lake Rockport Estates has submitted an application to RUS for funding of the proposal. Lake Rockport Estates proposes to 1) drill a new well site and construct a well house around it; 2) connect the well house to an existing power line nearby; 3) install newpipeline from the new well to the existing booster station and chlorination system; and 4) replace existing distribution pipeline. Test well drilling forthe proposed project is anticipated to occur in early summer of 2022, andconstruction is expected to occur between the fall of 2022 and the fall of 2023.The new well and housing would be built on private property at the eastern endof the community. Power for the new well would connect either through asingle-phase buried power line in the roadway, or through a three- phase buried power line coming from the existing aerial powerline located east of the well site. No towers or overhead lines would be required. The pipelines would be buried within existing roadways. Jones and DeMille Engineering, an engineering and environmental consultant, has prepared an environmental assessment for RUSthat describes the project, assesses the proposed project's environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. RUS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project. The method of Contractor Selection has not been Determined at this time
