Carbon County is soliciting proposals for general engineering services from qualified engineering firms which have five years or more experience in providing NRCS-funded watershed protection, hydraulics, road and bridge transportation, and related engineering services. The engineer shall be a licensed professional and/or structural engineer with the State of Utah and shall carry errors and omissions insurance in excess of the cost of the proposed improvements. Carbon County reserves the right to reject any and all proposals. Carbon County is planning the design and construction of emergency watershed protection services within and near the Bear Fire scar. Carbon County experienced an above average wildfire that has resulted in flooding damage. As a result of the flood, moderate to severe damage occurred to stream banks, roads, and public infrastructure. Carbon County submitted a request for assistance to the United States Department of Agriculture, Natural Resource Conservation Service (NRCS). The NRCS has awarded Carbon County a grant under their Emergency Watershed Protection (EWP) program. The grant is divided into two (2) parts. The first part is a Technical Assistance Grant $348,990 and the second is a Financial Assistance Grant $3,579,380 for construction-related activities. Provide stream stabilization throughout Crandall Canyon and protect Highway 6. Location 39.76337864 / -110.90006191 . 2. Provide flood protection and protect county road in spring canyon. Location 39.70022583 / -110.91922361 Scope of Work In connection with this RFP, Carbon County requires qualifications and knowledge of applicable transportation design guidelines and related federal, state, and local government regulatory requirements; familiarity with and knowledge of the County's standards; the capability to produce high-quality engineering construction plans, specifications, cost estimates, and reports; full awareness of applicable requirements for design reviews, observations, and approvals required before, during and after construction completion; and substantial experience with specific examples of on-time, on-budget transportation and related planning, design, environmental, construction observations and project management. Carbon County will utilize the following in selecting the firm(s) for this project. Multiple firms may be selected based on area of expertise. The method of contractor selection has not been determined at this time.
