The Bidder shall furnish all labor, insurance, equipment, materials and power for the complete performance of this project as follows: Improvements to the park space along the St. Mary's riverfront located between Promenade and Headwaters Parks. The proposed improvements include new walkways, plantings, lighting, site furnishings, seat walls, and utility improvements along with repairs to an existing wall. all in accordance with the plans and specifications, and the bid and con- tract documents for the Project. No bid will be accepted from, or con- tract awarded to any person, firm, or corporation that is in arrears to the City, upon any debt or contract, or, who has failed to execute, in whole or in part in a satisfactory manner, any contract with the City; or, who is a defaulter as to surety or otherwise, upon any obligation to the City. No bid may be withdrawn for at least sixty (60) or fewer days after the scheduled time for receipt of bids, so as to allow CD to review bids before announcing award of a contract. The successful bidder shall be required to furnish all labor, insurance, equip- ment, materials, licenses, permits, power and related requirements for the complete performance of the con- tract work.
