Renovation of a fire / police facility in Fort Payne, Alabama. Completed plans call for the renovation of a 14,661-square-foot, two-story above grade fire / police facility.
All interested parties are invited to attend. Bids shall be on a stipulated lump-sum basis. Segregated bids will not be accepted. Work shall be performed under a General Contract, including demolition, debris removal, asbestos flooring removal/ abatement, architectural, structural, mechanical, electrical including low-voltage, and landscape repair upon completion for a two story existing building with basement of approximately 14,661 square feet area. Bidders are required to be prequalified for this Project. Submit AIA Document A305 to be considered. Only general contractors who have been approved to bid pursuant to prequalification procedures and criteria established by the Owner will be eligible to bid for the Project. Project is to be completed not later than midnight September 30, 2023. Arrangements for access to visit and view the site and existing buildings during normal business hours on other days must be made in advance by contacting the Owner's Representative at the number indicated above. It will be assumed that all bidders have visited the site prior to submitting bids. Direct questions concerning the Bidding Documents and the Project to the Architect. Direct questions concerning the General and/or Supplementary Conditions of the Contract to the city attorney, W. N. "Rocky" Watson, Watson & Neeley, LLC, P.O. Box 680598, Fort Payne, AL 35968, 256-845-0410, rocky@watsonneeley.com. No direct contact with the Owner, Mayor, or Police Chief is allowed concerning questions about the Project. Bid Security in the minimum amount of five percent (5%) of the Base Bid Sum, but in no event more than $10,000, must accompany each Bid in accordance with the Instructions to Bidders. Bid security shall be in the form of a cashiers' check, or bid bond made payable to the Owner. The Bid Security of Bidders under consideration will be returned immediately after award of contracts by the Owner. The amount of the security shall be forfeited to the Owner if the successful Bidder fails to enter into a contract and furnish required bonds and insurance within 30 days after notification of acceptance of the bid. Bids must be submitted on Proposal Form furnished by the Architect and included in the Project Manual or copies thereof. Bids submitted shall remain valid for a period of sixty (60) days after the bid date. The Owner and Architect reserve the right to waive irregularities, to reject any or all Bids in whole or in part, or to accept a Bid which, in their opinion, will serve the Owner's best interest. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. All Bidders must comply with the requirements of the State Licensing Board for General Contractors (Latest Edition) and with the Alabama Act No. 97-225 (Title 39, Code of Alabama, 1975 as Amended) relating to competitive bid laws for public works. All Bidders must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. All work performed on this project is subject to federal and local labor standards, including the Davis-Bacon Act, Contract Work Hours and Safety Standards Act, Equal Employment Opportunity (Executive Order 11246), and Copeland Anti-Kickback Act. The Contractor shall require all subcontractors (if any) to comply with these labor standards and shall monitor compliance therewith. Submit questions concerning the Bidding Documents and the Project to the Architect in writing.
