The Borough of Avalon is requesting qualifications and proposals for the management and operation of the Borough's Water, Wastewater, and Stormwater Systems for a term of ten years (10) commencing on July 1, 2022. Proposals must be submitted on forms provided by the Borough and strictly in accordance with instructions provided. The Borough reserves the right, in its sole discretion, to waive any informality or irregularity in any submitted proposal. Proposals will only be considered from entities, or wholly owned sub-sidiaries or affiliates, which are regulated by the New Jersey Board of Public Utilities and meet certain other requirements as to experience and financial status. Copies of instructions to vendors, minimum qualification requirements and copies of the proposal packages may be obtained from the Office of the Borough Clerk at the above address. Bidders are required to comply with applicable statutory requirements as set forth in the Contract Documents including "Law Against Discrimination", P. L. 1975, Chapter 127 as amended, N.J.S.A. 10:5-31 et seq. & N.J.A.C. 17:27 and Americans with Disabilities Act of 1990 (42 U. S. C. 12101, et seq.). All bidders are on notice that a New Jersey Business Registration Certificate (BRC) shall be required prior to the award of the contract per Law (New Jersey Business Registration Act N.J.S.A. 52:32-44). The Borough reserves the right to reject any or all proposals.
