This Request for Proposals ("RFP") is an invitation by the District of Summerland (the "District") to prospective Proponents to submit non-binding Proposals for the provision of services to collect, pile and burn the deadfall within the Istintok Reservoir (the "Project"). Isintok Lake is in the Southern Thompson hydrologic zone, approximately 37 km west from Summerland and Okanagan Lake. The reservoir is used for water storage in support of the municipal water utilities and irrigation. Over the years, removal of tree deadfall has been a labour-intensive task for District staff. The trees that reach the face of the dam are historically cut and dragged to the crest, by hand, and are burned when there is a substantial amount piled. To burn these trees, the conditions must be right, and a contractor must keep heavy equipment on site during the process per Burning Regulations. Historically, these removal activities have been completed approximately every five years. In addition, the recent replacement of the outlet pipe at Isintok Dam required that the reservoir be drained, which in turn revealed an unexpected amount of wood debris that had become saturated and sank to the bottom of the reservoir. The overall objective of the Isintok Reservoir Deadfall Removal Project is to collect, pile and burn the deadfall within the 'Main Removal Area' of the Isintok Reservoir. The Main Removal Area perimeter is approximately 4.7km with a total reservoir area of approximately 239km2. In addition, the District has also identified an 'Optional Removal Area' within the Isintok reservoir. The Optional Removal Area perimeter is approximately 2.5km with a total reservoir area of approximately 142km2. The District estimates that there may be a window of opportunity to complete this Project once some of the snow is gone and the reservoir surface remains frozen in the spring of 2022. If this window does not present itself, the District will consider lowering the reservoir later in 2022 and removing the trees in early winter, assuming the conditions are right. Further details can be found within the RFP. Term of Engagement: The successful Proponent must be prepared to commence work once the Agreement is fully executed and within one (1) week of receipt of the District's Notice to Proceed. Conditions for Participation and Requirements to Request to Participate: Prospective Proponents must download the RFP documents from the District website and submit a Proposal as per the instructions in the RFP. The Supplier shall provide the District with proof of the following prior to beginning work on this Project: . A Business License that allows the Supplier to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality). . WorkSafe BC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing. . Commercial General Liability Insurance coverage in the amount of $5,000,000 as per the requirements detailed in Appendix C - Form of Agreement. . Automobile Liability Insurance coverage in the amount of $5,000,000 as per the requirements detailed in Appendix C - Form of Agreement. . All-Risk Property Insurance coverage as per the requirements detailed in Appendix C - Form of Agreement. . Pollution/Environmental Impairment Liability/Contractor's Pollution Liability Insurance in the amount of $5,000,000 as per the requirements detailed in Appendix C - Form of Agreement. Procurement Method: Request for Proposals. The District reserves the right to negotiate. The District may request a Best and Final Offer (BAFO).
