The City is seeking a qualified Planning consulting firm(s) or person to provide Planning project manager services (Development Review) on an as-needed basis for individual assignments as described in the RFP document. The City is seeking a qualified Planning consulting firm(s) or person to provide Planning project manager services (Development Review) on an as-needed basis for individual assignments. Demand for Planning project management (Development Review) services are expected to fluctuate depending on the frequency of new development applications and the size of different projects (e.g., pending University Village mixed-use project near the University of Redlands campus, large housing development projects in other parts of the City, and potentially other commercial or mixed-use projects). Some development projects may require a dedicated project planner for a substantial period of time, which can fluctuate and be unpredictable (i.e., certain projects may require periods of high-intensity work and significant time, followed by weeks or months of lower-intensity work and time demands). The position is intended to supplement City's permanent Planning staff to alleviate the current and anticipated workload, and not as a replacement for City's full-time staff. The deadline for submitting questions relating to this request is Friday, March 4, 2022. Questions about this RFP must be submitted electronically at the City. Questions will not be answered over the telephone or by email. The initial agreement period will be for one (1) year. The City of Redlands will have an option to extend services for up to two (2) additional one-year extensions with the same or similar terms and conditions. The City of Redlands reserves the right to reject any and/or all proposals, reserve the right to waive any informalities or irregularities in the proposal or examination process, reserve the right to select low proposal per item, and reserve the right to award proposals and/or contracts in the best interest of the City. The method of contractor selection has not been determined at this time.
