The City is requesting proposals from professional design service firms that have a qualified and experienced team to provide excellent design services for appropriate refuse enclosures with sewer connections. The design services entail new trash enclosure structures where none exists, and rebuilding enclosures to a size appropriate for trash, recycling, and green waste containers and/or dumpsters. Preparation of floor plans including elevations and design details for the roof, wall, footings, concrete pavement, gate, plumbing plans, electrical plans (where required), fire sprinkler system (where required), and an American with Disabilities Act (ADA) accessible path must be provided to the trash enclosures. Plans shall be submitted to the City's Community Development Department for review and permitting. The Consultant will address all comments from Community Development, obtain required Ready To Issue (RTI) permits, and provide a final set of plans to the Project Manager for Project Bidding. The intent is to hire a Consultant to design an annual project for the next five years, see Appendix G - City Priority List. The award will only be for Year #1 and upon satisfactory and timely completion of plans, specifications and estimates, the consultant's contract may be amended to continue providing similar services for Year #2, Year #3, Year #4, and in Year #5. The intent is for the Consultant to prepare a Feasibility Study Report for each trash enclosure and provide a design and cost assessment for each location. Based on the Feasibility Study Report the Consultant, at the direction of the City, will move forward with the design of the trash enclosures listed for each year and refine the cost numbers based on the design assessment. Depending on the cost estimates, some of the trash enclosures may be bid out as Additive Alternate Bid Items & Schedules. Ultimately, any Additive Items/Schedules that are not awarded in Year that year may be rolled over to following year for re-bidding. The following budget represents work for all phases of work including design and construction: Design and Construction Budget (CIP funds) Year 1: $100,000 Year 2: $100,000 Year 3: $100,000 Year 4: $100,000 Year 5: $100,000 Bid Bond 0.00% Payment Bond 0.00% Performance Bond 0.00% Pre-Bid Meeting No Online Q&A Yes Q&A Deadline 03/16/2022 12:00 PM (PST) Improvements need to be made to 18 City-owned refuse enclosures by connecting all enclosures to the sanitary sewer, rebuilding enclosures to a size appropriate for trash, recycling, and green waste container and/or dumpster, painting and installing new hardware. See Appendix E for Existing Location Inventory. The City-owned refuse enclosures are located at various locations throughout the City. The City-owned refuse enclosures locations are as follow: 1) Three different refuse areas located at the Public Works Yard, 2) Three different refuse areas located at Live Oak Park, 3) One refuse area located at the Joslyn Center, 4) One refuse area located at the Post Office in Valley Drive, 5) One refuse area located at the Metlox shopping mall, 6) One refuse area located at Parking Structure lot #3, 7) Two refuse area located at the Beach Parking lot, 8) One refuse area located at the Manhattan Village Sport Field, 9) One refuse area located at the Marine Avenue Park, 10) One refuse area located at the Polliwog Park, 11) One refuse area located at the Art Center Parking, and 12) One refuse area located at the Manhattan Heights Park. 13) One refuse area located at the Sand Dune Park Those 18 City-owned refuse enclosures are not connected to the sanitary sewer and pose a threat of discharging debris and leachate into the storm drain system. See Appendix F for Existing Waste Water System. Also, some of the locations do not have a building structure that protects the trash containers/dumpster from illegal dumping and weather conditions. For reference, the sewer connection requirement in the City's Municipal Code, Section 5.24.030: a. Attached to the outside of the structure on privately-owned property, enclosed on all sides by suitable screening of not less than six (6) feet in height or similar type of structure so that the same shall not be open to public view, one side of which may be opened as a gate. Such storage facilities shall have a concrete, asphalt or similar base, drainage to the sanitary sewer system, and shall be adequately ventilated; or b. Constructed within the building structures; or c. A separate structure enclosed on all sides by suitable screening of not less than six (6) feet in height or similar type of structure so that the same shall not be open to public view, one side of which may be opened as a gate. Such storage facilities shall have a concrete, asphalt or similar base, drainage to the sanitary sewer system, and shall be adequately ventilated. The bidder is solely responsible for on time submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that the bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder's sole risk and no relief will be given for late and/or improperly submitted bids.
