CR Number: 2084115 The Western Capital District of the New York State Office of Parks, Recreation, and Historic Preservation seeks proposals for Construction Management services related to the construction of various new Site Improvements at Buffalo Harbor State Park inclusive of a new Park Office building and monumental fountain feature. Selection will be according to Qualification Based Selection Procedures. This document summarizes the contracting opportunity, the associated construction project, potential activities to be performed under the contract, submittal instructions, and required qualifications. Fee structure, actual fee, and work order will be negotiated after the most qualified firm has been selected. Service to be Provided The Consultant scope of services under this Term Contract may include any or all of the following: Preconstruction Services including but not limited to special emphasis on developing successful bid strategies, contract document review, cost estimating, constructability, and value engineering. Bid Phase Services including but not limited to participating in pre-bid and pre-construction meetings, assisting Owner with RFI responses and addenda, and assisting Owner with bid evaluations. Construction Phase Services including but not limited to management of the construction project, maintaining project budgets and schedules, managing submittals, managing project safety, record-keeping, reviewing payment applications, managing RFIs, and inspection services. Post-Construction Phase Services including but not limited to project close-out, claims negotiation, and settlement. The services summarized above will be performed specifically in association with the construction of the Site Improvements at Buffalo Harbor State Park. Project information and sample activities are provided in more detail below. Applicable Construction Contracts: General Construction for Phase 1 Site Work General Construction Contract (via Project Labor Agreement and Best Value procurement) for Phase 2 Site and Building Work Estimated Construction Duration: 18 months Approximate Construction Cost: $35 million Approximate Building Area: 4,000 to 5,000 GSF Approximate Site Area: 15 acres (approximately) Other: The project includes a Storm Water Pollution Prevention Plan (SWPPP) Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 0% Women Owned Sub-Contracting Goal: 0% Service-Disabled Veteran-Owned Business Contracting Goal: 0% Disadvantaged Owned Sub-Contracting Goal: 0% Due date:03/18/2022 2:00 PM Contract term: 36 months Phase 1 General Contract (Lump sum - Low bid procurement): o Earthwork operations inclusive of excavation and removal of excess soil and establishment of base course layers (in the park and parking areas) o Installation of utility infrastructure and/or extension of existing utilities into the site o Complete demolition and removal of existing structures/site elements o Preparation for Phase 2 site construction o Installation of new landscape plantings o Construction will be subject to a SWPPP plan and associated measures and removal of contaminated soils (to a regulated off-site facility). o Phase 2 General Construction w/ PLA (Best value procurement): Earthwork o Site utilities (extension of infrastructure installed in Phase 1 to new Park features) o Construction of a new Park Office inclusive of all building utilities o Construction of a new Monumental Fountain Feature with sculptural element within a large plaza space with surface mounted spray features (with provisions for winter use). o Construction of a new parking area and alterations to existing road network o Installation of new landscape plantings and site furnishings and architectural lighting of the Fountain and Site areas. o Construction will be subject to a SWPPP plan September 2022: Start Phase 1 Construction
