The City of Manila, Arkansas will receive sealed bids on a General Contract for reconstructing the angled taxiway on the south end of the airport to be a true parallel taxiway. Policy. It is the policy of the Department of Transportation (DOT) that disadvantaged business enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. The Bidder must supply all the information required on the bid or proposal form. The successful Bidder will be required to submit a Certification of Nonsegregated Facilities prior to award of the contract, and to notify prospective subcontractors of the requirement for such a Certification where the amount of the subcontract exceeds $10,000. Bid Security. A 5% Bid Security is required with the Bid. The Owner reserves the right to reject bids and waive formalities. The bid proposal and work of the proposed contract shall be in accordance with all applicable federal, state, county, and local laws, ordinances and regulations.
