The Ozark-Franklin County Airport Commission will receive sealed bids on a General Contract for rehabilitating the runway and taxiway lighting system and rotating beacon. A new circuit and LED fixtures will be installed adjacent to the runway and taxiway, and a new LED beacon and beacon tower will also be installed. Policy. It is the policy of the Department of Transportation (DOT) that disadvantaged business enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. Disadvantaged Business Enterprise (DBE). As defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, all bidders shall make good faith efforts, to subcontract a minimum of one and twenty-nine hundredths percent (1.29%) of the dollar value of the prime contract to small and disadvantaged business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). Buy American Provision. The proposed contract is subject to the Buy American provision under Section 9129 of the Aviation Safety and Capacity Expansion Act of 1990.
