Site work and paving for a road / highway in Peoria, Illinois. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

The City of Peoria invites qualified professional engineering firms to submit their Statements of Interest and Qualifications for preliminary engineering services (Phase I and Phase II) for the construction of a multiuse path extending the Rock Island Greenway from Park Ave to the existing Riverfront Trail at Spring St. The Rock Island Greenway trail system is a regional network that spans the entire City from south to north and beyond into other communities and is considered a backbone of the non-motorized surface transportation though the area. In 2016 the City received an ITEP grant. The project award extended from Harvard Avenue over War Memorial/US 150 to Park Avenue using the abandoned railroad corridor. In 2020 the City of Peoria received an approximately $750,000 ITEP grant. The 2020 ITEP project will begin where the 2016 ITEP project left off at the Park Avenue crossing. The proposed improvements will end at the existing Riverfront Trail near Spring Street. This project will give the trail system through Peoria greater continuity and will provide users of all ages and abilities greater access to non-motorized transportation for work, school, shopping, and recreational activities throughout the region. The scope of services sought by the City of Peoria shall include the preparation of plans and specifications to Illinois Transportation Enhancement Program (ITEP) and Illinois Department of Transportation (IDOT) Motor Fuel Tax (MFT) standards for the construction of a multiuse path. The proposed project will include a 10-foot-wide bituminous multiuse path in the City of Peoria along the abandoned railroad corridor from Park Ave. north of Rock Island St. to Cornhill Street. The corridor between Cornhill Street and the connection to the Riverfront Trail near Spring Street will be evaluated during preliminary engineering. The project may also include enhanced pedestrian crossing features including crosswalks, signage, and potentially rapid flashing beacons at intersection crossings. The following should also be included in the scope of services: 1. Utility coordination, railroad coordination, and coordination with property owners as needed. 2. Identify, prepare all required documents, and apply for any required state, federal and railroad permits. 3. The project must comply with the ITEP grant requirements. Grant reports and submittals are required as part of this project. Additional work may be needed to identify elements that are grant eligible and/or elements that are not eligible for grant funding for both engineering services and construction. Committee informs highest ranked team and begins negotiations - August 1, 2022 Contract submitted to Council Agenda process - August 9, 2022 City Council Meeting at which Contract is Recommended for Approval - August 23, 2022 The estimated budget for the project including preliminary engineering and construction is $1,000,000.00. The project will be funded with ITEP grant, local MFT, and local funds.
