For the construction of the proposed work and award the contract to the lowest responsive responsible bidder or set such subsequent time and place, as determined by the Board, for acting upon the bids and entering into a contract for the work. The extent of work on this project is the furnishing of all labor, equipment, and materials for the construction of improvements generally described as follows: Construction of a storm water wetland; site preparation, grading, erosion control and site stabilization, adjustment of existing and installation of new utilities and vegetation planting, establishment and maintenance. All bids shall be made on the forms provided with the specifications, to the Park View Water & Sanitary District, on or before the time specified above. Each bid shall be accompanied by bid security meeting the requirements of the specifications and made payable to the Owner in an amount equal to five percent (5%) of the total amount of the bid.
