The City of Three Rivers is requesting qualification statements from engineering firms for professional design, bidding and construction engineering services in conjunction with select projects from the City s FY 2023 thru 2027 projects. Typical projects include full roadway reconstruction with water, storm and sanitary replacement with local funding, MDOT funded roadway reconstruction, and linear parks. Questions regarding the RFQ should be directed to Amy Roth, PE Public Services Director aroth@threeriversmi.org The selection is based on qualifications and firms will be ranked. Once firms (up to 3) are selected, the City will negotiate each project with the top selected firm. If the City is unable to reach an acceptable cost for the project or the first firm is unbale to meet the required timeline or unique project qualifications, the City will begin negotiations with the second ranked firm in the selectin process. Consultants will include an organization chart or listing of key personnel who will perform the tasks listed above. Consultants will identify a prime contact for the RFQ including documentation, and various reports and miscellaneous Civil 3D electronic files as required by the City. Qualification Statements will be reviewed and rated based on the following criteria: o Reputation for professional integrity and competence. o Experience and familiarity with the City of Three Rivers Michigan o Department of Transportation and Federal Highway Administration and their programming, design, right-of-way, bidding, contracting and construction standards and practices. o Ability to respond to the City, including availability of key staff time. o Project management and quality management experience and approach to ensure projects are delivered on time, within budget, and consistent to City, MDOT, and/or FHWA standards. o A list of clients, for which similar services were provided. o The CAD software and engineering software currently being used. After review of the submitted qualification statement packages, the top-rated firms will be requested to interview. The interview will focus on the above criteria as well as the consultant s projected workload, experience with MDOT audits and previous experience with the City. The method of contractor selection has not been determined at this time.
