Site work and paving for a road / highway in Warren, Ohio. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Bidders are advised that this project may be awarded in up to (10) TEN parts with up to (10) TEN separate contractors or may be awarded in whole to (1) contractor, whichever combination is the lowest responsive and responsible bidder for each part. Bids must be made on the Bid Blank prescribed by the County and shall be filed (one 1 original and; one 1 copy) in a sealed envelope at the time and place herein before designated. Each bid shall contain the full name and address of each person or company submitting same and shall be accompanied by a certified check on a solvent bank, or a bid bond; If a Bid Bond accompanies the bid, the Bid Bond must be in accordance to the "Notice to Bidders", or may be payable to all entities for which the bid is being submitted. The bid bond can therefore be payable to any combination of Trumbull County, the Villages and Townships for which the contractor is submitting a bid for; a bond for the full amount of the bid as a guarantee that if the bid is accepted a contract will be entered into in the proper manner in accordance with ORC 153.54. The check or bid bond of all unsuccessful bidders shall be returned to them by the contracting authority immediately upon awarding the contract or rejection of all bids. A Performance Bond and Maintenance Bond must be provided to each entity from which a contract for a part(s) is awarded. Bidders are required to comply with the Minority Business Enterprise (MBE) requirements set forth in Section 164.07 of the Ohio Revised Code, and Rule 164.132 of the Ohio Administrative Code. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, The Governor's Executive Order of 1972, and Governors Executive Order 84-9 shall be required. Bidders must comply with the prevailing wage rates on Public Improvements in Trumbull County, Ohio, as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, 614.644.2239. PREQUALIFICATION: Only pre-qualified contractors are eligible to submit bids for this PROJECT. Pre-qualification status must be in force at the time of bid, at the time of award, and through the life of the construction contract. For work types that ODOT does not pre-qualify, the LPA must still select a qualified contractor. Subcontractors are not subject to the pre-qualification requirement. The prime contractor must perform no less than 30 percent of the total original contract price. The attention of the bidders is directed to the requirement that each proposal must be accompanied by a Non-Collusion Affidavit duly signed by the bidder, and a Personal Property Delinquent Tax Affidavit duly signed by the bidder - required by Section 5719.042 of the Ohio Revised Code - thereof. No Payment shall be made on any Contract for which no such affidavit has been submitted. Attention is also directed to all bidders that Trumbull County adopted a "Drug and Alcohol Free Workplace Policy" on September 7, 2016, and the terms of this policy also apply to any Contractors directly reimbursed for services through the County; a copy of Policy to be part of proposal, and that each proposal be accompanied by a "Sign-Off Sheet" duly signed by the bidder thereof. The awarding County/Townships/Village/City reserve the right to accept or reject any or all bids, and to delete any part of the proposal herein. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. Bidders must be listed on the Plan Holders List at the Trumbull County Engineers Office in order to be considered for award of a contract. improvement of 65 separate roads totaling 23.9 miles of roadway throughout trumbull county. by drainage improvements, milling, partial depth pavement repair and resurfacing.
