General: This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for Fire Extinguisher and Emergency Equipment Maintenance Services at Bonneville Lock & Dam, Cascade Locks, Oregon. NO SOLICITATION IS CURRENTLY AVAILABLE. The official Synopsis citing the solicitation number will be issued on SAM, www.sam.gov, at a later date. The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the industry, to include the Small Business Community. Small Businesses, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HUBZone) Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) (including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)) are highly encouraged to respond. This Sources Sought Notice seeks to gain knowledge of interest, capabilities, and qualifications by having members of industry indicate if 1) they re able to provide these services as presented in the PWS as a whole, or 2) identify those services outside of their capability and whether they would subcontract out that effort or 3) would prefer to only perform specific services and would have no interest in managing subcontractor efforts. This is very important as we try to gauge the capabilities of sources in our region and craft our requirement accordingly. Contract Information: CENWP expects to solicit a contract for Fire Protection and Emergency System Maintenance Services at Bonneville Lock & Dam, Cascade Locks, Oregon. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to support and make acquisition strategy decisions, including, if appropriate, a small business set-aside decision. 3. Project Description: The Contractor shall provide monthly maintenance services for the following fire protection systems: fire extinguisher, carbon dioxide system banks, Emergency Breathing Apparatus, Automatic External Defibrillators, portable eyewash stations, first aid kits, and other associated services. Contractor shall conduct all necessary inspects to ensure compliance with appropriate regulations, see para 4 Contractor Qualifications . This will be a firm-fixed priced contract for a Base Period of One (1) Year plus Two (2) One-Year Option Periods. North American Industrial Classification Code (NAICS): 811310, Fire Extinguisher and Emergency Equipment Maintenance Services Size Standard: $8,000,000.00 Product Service Code: J012- Maintenance, Repair, and Rebuilding of Equipment- Fire Fighting, Rescue, and Safety Equipment 4. Contractor Qualifications: CENWP seeks information from contractors regarding their experience and capabilities to perform the work required to complete this fire extinguisher and emergency system maintenance services project. With respect to past experience, responses to this Sources Sought Notice should include a demonstration through references, project lists, or reports, that your company possesses experience completing projects that required the following: Ability to service and test systems located at multiple locations Ability to service and test systems with challenging or limited access, such as climbing stairs and ladders, noise exposure, heights, cramped locations, etc. Servicing and testing large CO2 system with heavy bottle systems Servicing, testing, and certifying medical air bottles Compliance with regulations such as Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), or Compressed Gas Association (CGA) . An acknowledgement will be sent to verify receipt. A response to this Sources Sought Notice shall be limited to ten (10) pages and shall include the following information: a. The company's name, address, point of contact, phone number, email address, CAGE and DUNS number. b. The company's small business category (i.e., Small Business, Small Disadvantaged, 8(a) firm, Historically Underutilized Business Zone (HUBZone), Woman Owned Small Business(WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB)) and business size. c. Relevant information on the company's experience and capabilities as it pertains to the proposed work outlined in the Project Description and the elements found in Paragraph 4. d. Information regarding a minimum of one project similar in size, scope, and complexity to this project, including a brief description of the project, customer name, timeliness of performance, contract number, customer satisfaction, and the dollar value. The Government may verify information in CPARS or PPIRS. 6. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested companies must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract. The method of contractor selection has not been determined at this time.
