The City of Rome is requesting bids for the survey and sampling of Presumed Asbestos Containing Material (PACM), Asbestos Containing Materials (ACM), and asbestos material in buildings within the City. Each project proposal will be time-stamped by the City Clerk s Office when received and must include all elements listed. All questions should be directed, in writing, to Nick Facciolo at nfacciolo@romecitygov.com, by 3:00 pm Monday March 21, 2022. This is funded through the City of Rome Community Development Block Grant Program. All components of this project are subject to the following state and federal conditions: - Comply will all HUD Section 3 provisions. HUD Section 3 Code of Federal Regulation at 24 CFR 135 applies to construction contracts exceeding the $100,000 threshold. All applicable regulations must be followed if bid total exceeds the threshold. - Section 3 of the Housing and Urban Development Act of 1968 as amended, 12 U.S.C. 1701. Section 3 requires that to the greatest extent feasible, opportunities for training or employment be given to low and very low-income residents of the project area and contracts for work in connection with the project be awarded to business concerns that provide economic opportunities for low and very low-income persons residing in the metropolitan area in which the project is located. It is the policy of the City of Rome to encourage the greatest possible participation of minority and womenowned business enterprises. All qualified Minority and Women-Owned Business Enterprises (MWBE) suppliers, contractors, and/or businesses will be afforded equal opportunity without discrimination because of race, color, religion, national origin, sex, age, disability or sexual preference. Incomplete proposals will be disqualified. The City of Rome reserves the right to reject any and/or all bids determined in the City s sole discretion not to be in the best interest of the City. The method of contractor selection has not been determined at this time.
