The project involves full architectural and engineering services to make repairs to Middle Bay Lighthouse. The repair work will be completed in multiple phases. This first phase consists of roof repairs. Subsequent phases will consist of miscellaneous exterior and interior repairs as identified through the scope of this work, including but not limited to painting the steel supports, replacing the anodes on the steel supports, and restoring the iron handrails. The structure is of historic significance and will be restored to the highest standards of restoration in accordance with the Secretary of the Interior s Standards for Treatment of Historic Properties. The design work for each phase will be completed simultaneously. The owner, in collaboration with the Architect/Engineer will decide the scope of work for each phase. The bidding and construction administration for Phase I will be implemented at the completion and approval of the final design documents. The bidding and construction administration for subsequent phases will be implemented as funding becomes available. The estimated construction cost for this phase is $85,000. Estimated construction costs for subsequent phases are $325,000. The term of the agreement will be two (2) years with an option to renew for two (2) additional years. The design services will be contracted under both fees and hourly rates in accordance with the Manual of Procedures of the State of Alabama Department of Finance, Real Property Management, Division of Construction Management (DCM). Qualifications: Applicants seeking to provide services for the project must demonstrate experience in historic structures; experience with full project management from project inception through completion of construction; and knowledge of and experience with the Alabama Division of Construction Management (DCM s) procedures and forms for design and construction projects. Applicants and consultants shall hold current professional licenses and be registered in the State of Alabama. Applicants will be selected on the basis of experience and qualifications of the firm and consultants with trail design; professional experience with projects of similar complexity and scope; experience and range of services provided by proposed team; and the capability and ability to perform the work in a timely manner. Points will be assigned for the above qualifications. Minority Business Enterprise and Woman Business Enterprise Firms participation and collaboration are encouraged. All applicable State of Alabama Division of Construction Management procedures, as well as any other applicable requirements from funding sources shall be utilized on this project.
