PURPOSE In accordance with the Virginia Public Procurement Act 2.2-4303, the Town of Abingdon (Town) is requesting proposals for to procure engineering services related to sanitary sewer system improvements that are outlined in the Town's Southwest Virginia Pilot Program Phase 1 Sewer System Evaluation Survey (SSES). The Town reserves the right to utilize the selected firm from this RFP process to provide comprehensive services as well as any other engineering services needed to evaluate and improve the sanitary sewer collection and wastewater treatment plant system and any recommendations or needs identified in the on-going SWVA Pilot Program Phase 2 SSES. SCOPE OF WORK The Town seeks professional engineering services for the development of construction documents to meet the recommendations outlined in the Town's most recent I&I and SSES reports. These services may include but are not limited to sewer mapping, flow monitoring, sanitary sewer modeling, future flow projections, alternatives analysis, Manhole Assessment and Certification Program (MACP) and Pipeline Assessment and Certification Program (PACP), certified inspections of manholes and/or pipes, smoke testing, pump station assessments, preliminary engineering report development, capital improvements plan development, design, project management, funding coordination, phase planning, survey and easement acquisition, permitting, bidding assistance, construction administration, and construction inspection. FIRM SELECTION SCHEDULE The Town would like to complete the selection process and have a contract with the selected firm in March 2022 with the first Task Order issued by early April 2022.
