LEAD WATER SERVICE REPLACEMENT PROJECT. Each bid must be made on the form provided and must contain the names and addresses and e-mails of all parties interested. As a security, if the bid is accepted, a contract will be entered into and a performance bond in the amount of three (3) times the per service bid price, made payable to the City of Alliance will be required. This procurement is subject to the EPA policy of encouraging the participation of small businesses in rural areas. (SBRAs) Sealed envelopes containing such bids must be plainly marked as follows: 1) LEAD WATER SERVICE REPLACEMENT PROJECT 2) Name and address of the company you represent. The Board of Control reserves the right to reject any and all bids, to waive any and all formalities, and to accept the bid considered lowest and best for the City. At the main - the contract will require that the corporation valve is excavated. It should be anticipated that this will occur within the roadway for each service replacement. It will be required to cut the pavement for smooth edges at the surface, and that the excavation site will be "squared" in that it has four sides where each side is a straight line. This excavation must be backfilled with 304 limestone, compacted in twelve inch lifts flush with the existing pavement. The contractor will be responsible to provide all 304 limestone needed.
