Site work and paving for a mixed-use development in Santa Maria, California. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Sewer bypassing, furnishing and installing PS115 PVC gravity sewer line, trench backfilling and compacting, furnishing and installing sanitary sewer manholes, abandoning and/or removing existing gravity sewer lines, abandoning and/or removing existing sewer manholes, connecting to the existing sewer collection network, removing and replacing curb and gutter and concrete spandrel, and all other site work necessary to render the facility complete and operational. Requests for information or clarification must be submitted in writing and received in the Department of Public Works no later than 5:00 p.m. on Tuesday, 03/29/2022. Requests may be submitted via e-mail to: cstoyos@cityofsantamaria.org. The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for bidder's convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $475,000-$550,000 Bids shall be executed on the forms provided in the book of bidding documents and in accordance with the instructions contained therein. A separate, unbound, set of bid forms are provided for the bidder's convenience. Bid security, in an amount not less than 10 percent of the total bid dollar amount, is required to be submitted with each bid. The bid security shall be in the form of a bidder's bond or a certified or cashier's check drawn upon a responsible bank made payable to the City of Santa Maria, and conditioned to be forfeited to said City in the event that the bidder, if the bid is accepted, does not enter into a written contract within ten (10) days after the awarding of the contract. The bidder to whom award is made will be required to furnish a payment bond and a faithful performance bond. As required under Contractor's License in the Instructions to Bidders of the bidding documents, bidders shall be licensed as a Class A-General Engineering Contractor or Class C-34 Pipeline Contractor. In addition, the following conditions apply: - No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. - No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. - This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to provisions of Section 22300 of the California Public Contract Code, Contractor may substitute securities for any monies withheld by Owner to ensure performance of the Work. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. A pre-bid conference WILL NOT be held for this project. The City of Santa Maria reserves the right to reject any and all bids and to waive all minor irregularities. The City is a charter city and any contracts into which the City enters may be subject to the provisions of its charter, which may supersede certain provisions of the public contract code and other provisions of state law. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
