The principal work to be performed under this contract consist of, but not limited to improvement of the following: PHASE I SEWER 45 VF of Manhole to be rehabilitation 23 EA Sewer Reconnections 2,084 LF of 8" Gravity Sewer to be Lined PHASE II SEWER 23 VF of Manhole to be rehabilitation 18 EA Sewer Reconnections 1,459 LF of 8" Gravity Sewer to be Lined Bids will be received for a single prime Contract. Bids shall be on a unit price basis bid items as indicated in the Bid Form. Bidding Documents are available as portable document format (PDF) files for a non-refundable charge of $50. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office's receipt of payment for the Bidding Documents. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. This is a federally assisted project. Bidders and contractors performing work under this Invitation to Bid are bound, wherever applicable, by the requirements of: President's Executive Orders #12138 and #11625 regarding utilization of MBE/WBE firms, and Civil Rights Act of 1964, Section 3 of the Housing and Urban Development Act of 1968, Section 109 of the Housing and Community Development Act of 1974, as amended, Davis Bacon Act, Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, President's Executive Order 11246 as amended by Executive Order 11375, Title VI of the Civil Rights Act of 1964 and Immigration Reform and Control Act of 1986. Further the bidder agrees to abide by the requirements under Executive Order No. 11246, as amended, including specifically the provisions of the equal opportunity clause set forth in the DHCD Contract Assurances and Certifications. Bid security shall be furnished in accordance with the Instructions for Bidders. Evidence of proper registration with the Virginia State Registration Board of Contractors, pursuant to Chapter 7 of Title 54 of the Code of Virginia, must be submitted with each bid.
