The City of Red Cloud is requesting proposals from firms to conduct a proposed Downtown Revitalization Study. The City has been awarded 2021 Community Development Block Grant (CDBG) Planning Grant funding from the Nebraska Department of Economic Development (DED) for the development of a Downtown Revitalization Plan. The City was awarded funds in November of 2021 and is working to obtain a release of funds and environmental clearance from DED. The planning study completion date (as determined by the contract between DED and the City) is no later than May 14, 2024. Proposals will not be considered if the intended services your firm wishes to provide are not clearly expressed. The selected firm will create a Downtown Revitalization Plan for Red Cloud to develop realistic short-term and long-term goals and objectives. The study will provide Red Cloud the guidance to create a revitalized downtown to be implemented by the City in the future through a variety of funding opportunities (including CDBG Downtown Revitalization grant funds). One objective of the project is to analyze the public and private downtown district area. The Scope of Work, includes but is not limited to, the public works and business aspects. The Scope includes: 1) Facilitate Citizen Participation; 2) Existing Conditions Analysis (will not include any testing on underground infrastructure); 3) Concept Development; 4) Strategies for Implementation; 5) Plan Evaluation and Refinement; 6) Present Plan to Council and Public.
