St. Bernard Parish Government is hereby soliciting the submittal of Statement of Qualifications from respondents (hereinafter referred to as the "Respondent") interested in providing construction monitoring services to be performed at the direction of the St. Bernard Parish Government, Coastal Division funded through the RESTORE Act program (US Department of the Treasury). The Bayou Terre aux Boeufs Ridge Restoration (Armoring Phase) and Reforestation project includes: 1) the installation of 6,200 linear feet of limestone along one of the most vulnerable reaches of the existing Bayou Terre aux Boeufs ridge; and 2) the reforestation of an approximately 68-acre marsh polygon located immediately adjacent to an existing reach of the Bayou Terre aux Boeufs ridge near Delacroix. The purpose of the project is to: 1) reduce erosion and sustain 6,200 linear feet of shoreline along the Bayou Terre aux Boeufs ridge; 2) protect and sustain approximately twenty (20) acres of existing Live Oak/Hackberry Forest along the ridge; and 3) create 68 acres of Cypress-Tupelo Forest along the ridge further upstream. The project has already been designed and permitted. Services sought under this solicitation include the implementation of a construction monitoring program. St. Bernard Parish reserves the right to reject any Request for Qualifications response for failure to meet the requirements contained herein, to waive any technical requirement, and to select the firm, in the Parish's judgment, whom best meets the requirements of this project and the needs of the Parish. The method of Contractor Selection has not been Determined at this time.
