The work item of Aggregate Surface Course consists of furnishing, placing, grading, and compacting gravel material which meets 23A Modified gradation as noted specified herein. The Eaton County Road Commission will sample and test material delivered to the job site and will reject all material that does not meet these specifications. The Board reserves the right to accept or reject any or all bids, to waive irregularities in any proposal, and to make the award in any manner deemed in the best interest of the County of Eaton. All Aggregate Surface Course work shall be completed prior to September 30, 2022. Gravel placed on paved roads shall be done immediately prior to the crushing operation. The Road Commission will provide at least 2 weeks notice of when gravel must be complete on paved surface roads. The contractor shall supply all necessary equipment and conduct his operations in a manner sufficient to assure completion of the work on each project in a timely and efficient manner. EACH MILE OF AGGREGATE SURFACE COURSE SHALL BE COMPLETED WITHIN 2 WORKING DAYS. Once work on an individual project has commenced, the contractor shall continue to work on that project on concurrent work days until that project is complete. The contractor shall reimburse the Road Commission for additional testing and inspection costs at the rate of $365.00 for each work day, or portion thereof, that is required to complete an individual project in excess of 2 work days per mile on that project. The contractor will not be permitted to haul or spread gravel during inclement weather, nor at any time when the contractor's operations will damage the new or existing road surface on the job or on the haul route. If rain begins while loaded dump trucks are in route to the site, these loads may be rejected prior to dumping. Bid Security shall be made in the form of a certified or cashiers check on an open solvent bank payable to the Board of Eaton County Road Commissioners in an amount of Two Thousand Dollars ($2,000). BID BONDS WILL NOT BE CONSIDERED ACCEPTABLE BID SECURITY. The Bid Security of the successful bidder will be retained until such bidder has executed the contract, whereupon it will be returned. If the successful bidder fails to execute and deliver the contract within fifteen days of the notice of award, the Road Commission may annul the notice of award and the Bid Security of that bidder will be forfeited. The Bid Security of any bidder whom the Road Commission believes to have a reasonable chance of receiving the award may be retained for thirty days after the bid opening. Bid Security of other bidders will be returned promptly. The Board reserves the right to cancel any of the individual projects and/or to add other similar projects to the contract. Any such cancellations or additions shall not change the unit prices bid in each township, and all unit prices shall remain firm until completion of the contract.
