Complete the construction of new Class II Wet Cell 9A, and grading and clay cover for Cells 12, 13 and 14, as required (stockpile or cover), at the Willow Creek Regional Landfill including but not necessarily limited to: Stripping topsoil and hauling to designated stockpile areas. Common excavation and placement of clay from Cell 9A excavation on Cells 12, 13 and 14, as required. Over-excavation, moisture conditioning, backfill and compaction of native soils to provide compacted clay liner for Cell 9A. Supply and install perforated leachate collection pipe, and leachate pumpout structure Place Owner-supplied tire shred (currently stockpiled onsite). Placement may depend on availability. Placing topsoil around top edges (west and south sides) of Cell 9A to form a 1.5m wide x 0.3m tall berm to divert onsite run-on from entering waste cell 9A. Excavate clay cover, on south end of Cells 12-14 and southeast end of Cell 14 where leachate has seeped through the side slopes, and place on top of Cells 12-14 as cover material where available Remove existing excess garbage, as needed, in south ends of Cells 12, 13, and 14 and dispose of in Cell 10. Place remaining clay overburden from Cell 9A excavation on Cells 12, 13 and 14 for clay cover as needed. Compact clay placed on Cells 12, 13 and 14 in uniform lifts to specified depth and extents. Place topsoil on cells 12, 13 and 14 where clay cover has been completed to design elevation. Add 150mm (6”) concrete spacer ring to existing concrete manhole at north end of Cell 11 Awarded to N.L.
