Deadline to Ask Questions Monday, March 14th , 2022 @ 5:00 pm Contract Awarded Tuesday, March 22nd, 2022 Begin Work April 2022 Project work shall commence within 30 days after receipt of Notice to Proceed from the District. All work to be completed within 72 hours of commencement. Port San Luis Harbor District (District) is requesting sealed bids to provide crack seal, seal coat, and restripe of both the main Avila Beach parking lot, located on 1st Street, and the Post Office parking lot, located on 2nd Street in Avila Beach, CA. The entire parking lots will be seal coated, as shown in Exhibit A. Combined, the parking lots are approximately 120,000 square feet (sq. ft.) and have 379 parking spaces. Work will include crack seal, seal coat, and re-stripe of Avila Beach parking lot and Post Office parking lot (Bid Item 1); removal and reinstallation of existing concrete wheel stops (Bid Item 2); and repainting of approximately 600 lineal feet of "No Parking" striping and stenciling (Bid Item 3) as shown in Exhibit A. Parking stalls shall be re-striped to match existing double-lined car spaces. Crack seal can be applied up to a week in advance of seal coat application at the Contractor's choice with District's approval. Contractor shall remove existing concrete wheel stops prior to seal coat application. Two applications of seal coat will be required; each application will have at least 35 gallons per 1,000 square feet of seal coat material. The seal coat will take place over 3 consecutive days between Monday and Thursday during the month of April 2022, weather permitting. The first coat will be applied the first day, the second coat on the next day, and the re-striping on the final day. Approximately 600 lineal feet of "No Parking" striping and stenciling are to be re-painted to match existing, where shown in Exhibit A. Contractor shall reinstall existing concrete wheel stops once re-striping is complete. See Exhibits A and B for re-striping and other specifications. Bid Items 1-3 shall be used in determining the base bid amount. Some of the existing concrete wheel stops are in poor condition and require replacement. These consist of both 48-inch (4 feet) and 72-inch (6 feet) concrete wheel stops. Contractor shall remove and dispose of damaged or broken concrete wheel stops and provide all labor, materials, and equipment necessary to replace wheel stops to match existing. All removal, disposal, preparation, fabrication, materials, labor, and equipment necessary to complete the work shall be included in the unit price. The unit prices for replacement of damaged 48-inch and 72-inch concrete wheel stops shall be used for additions in the contract work and shall be provided as alternate bid items on the Bid Form (Item 4a and Item 4b). Bid Items 4a and 4b will not be included in the base bid calculation, although unit costs for these Bid Items must be provided on Bid Form to be considered a responsive bid. Parking lot closures shall not exceed 72 hours without prior written authorization of the Harbor District. Barricades and cones for parking lot closures will be provided by the Contractor. The District will post "No Parking" signs the day prior to the closing.
