The proposed project is located in the Town of Claverack, Columbia County, NY. This project is being progressed through the FHWA Surface Transportation Program under PIN 8760.99. Construction will be in strict conformance with all NYSDOT and Federal Aid Requirements and governed by the NYSDOT Standard Specifications Section 100 - General Provisions and Section 200 thru 700 - Technical Specifications dated September 1, 2021. There is a Disadvantaged Business Enterprise (DBE) Utilization Goal for this project of 6%. The EEO goals for this project are; Female Goal of - 6.9% and a Minority Goal of - 2.6%. Use of Equitable Business Opportunities (EBO) reporting software is required The Contractor is required to submit a completed Lobbying activity form, a Non-Collusion form, a Sexual Harassment Prevention certification and complete the online CCA-2 publication for the prime contractor and all sub-contractors. There are no residential or geographical restrictions on this project. Where state and local requirements differ from federal, the federal requirements shall be followed. There is no M/WBE language included within this Project Manual. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: This project is for the highway reconstruction of Columbia County Route 18 (Fish and Game Road) from Damita Drive to NYS Route 217. The work will be for roadway and drainage improvements and will include roadway paving, shoulder widening, culvert replacement, ditching and grading. The project will improve County Route 18 to 11'-0" lanes with 4'-0" shoulders and will realign the intersection of County Route 18 and Schroder Road. The project includes the replacement of two existing concrete box culverts west of the intersection of County Route 18 and Tishauser Road. In any case of ambiguity in the plans, specifications or maps, or between any of them, the matter must be immediately submitted to the County, who shall adjust the same, and his/her decision in relation thereto shall be final and conclusive upon the parties. All addenda will be issued by email correspondence. The contractor is required to fill out and submit, at the time of bidding, the Bid Form (BF-1) showing acknowledgement of any Addenda. The County will not issue Addenda, nor will its Engineer will issue addenda or respond to bidders questions five (5) days prior to the scheduled bid opening unless stated bid date is postponed.
