As of June 4, 2024, a design firm has been selected for this project but a timeline for construction has not been established. The Town of Greenwich (Town) is seeking a qualified engineering firm with significant experience in performing inspection, evaluation, detailed design and engineering services during construction related to concrete and structural repairs at an active wastewater treatment plant. The engineering firm selected must have experience performing design and construction management work in municipal wastewater treatment facilities. The project includes multiple miscellaneous concrete and structural repairs required throughout the Grass Island Wastewater Treatment Plant. Some photographs identifying a few of the key areas the Sewer Division wishes to address are included in Appendix A The selected firm will be required to perform a detailed site visit and structural evaluation to determine proposed structural repairs for each location. The requested services shall encompass all phases of the project. This includes analysis of existing conditions, investigation and determination of proposed structural repair methods that can be developed into a preliminary report that identifies each location and the proposed structural repair methods as well as preliminary construction costs. The report must include detailed maintenance of plant operations (MOPO) for the repairs necessary to make sure the Town is able to meet their wastewater treatment requirements while the structural repairs are made. The selected firm will be responsible to develop design plans, final construction plans and bid documents and also perform the administration/implementation of construction (engineering services during construction). The Town intends to award the contract to an engineering firm that has demonstrated their past and present capability to handle all of the work The engineering firm selected shall meet the qualifications as contained in this request and shall have a history of successfully performing services on similar comprehensive projects in a municipal wastewater system. All engineering firms shall be prepared to present evidence of experience, ability, service facilities and financial condition necessary to satisfactorily meet the requirements set forth or implied in this Request for Qualifications (RFQ) The Town reserves the right to amend this RFQ by an addendum. Richard C. Feminella, P.E., Wastewater Division Manager, has been designated to be responsible for the conduct of this procurement. All questions relating to this RFQ shall be addressed in writing by email to "richard.feminella@greenwichct.org". The deadline for questions is 2:00 p.m. on Monday, March 28, 2022. Questions received after this deadline will not be answered. Addenda or amendments will be posted to the Town of Greenwich website at: www.greenwichct.org/bids. The Town may also elect to interview one (1) or more of the engineering firms. Selected firms may be required to present their qualifications to Town representatives. Thursday, April 21, 2022 has been reserved as the date for such interviews with a secondary date of Tuesday, April 26, 2022 if the Town deems it necessary. The costs of such presentation shall be borne solely by the respondent. When the Town shall have reasonable grounds for believing that (a) the Consultant will be unable to perform this Contract fully and satisfactorily within the time fixed for performance, or (b) a meritorious claim exists against the Consultant or the Town arising out of the negligence of the Consultant or the Consultant's breach of any provision of this Contract, then the Town may withhold payment of any amount otherwise due and payable to the Consultant hereunder. Any amounts withheld shall be released: for performance under subsection (a) above, upon the Consultant providing a performance bond for completion of the work with a surety licensed to provide such bond in the State of Connecticut in the amount of the unpaid balance of the work; or, for claims under subsection (b) above, upon confirmation of coverage protecting the Town from the claim from the Consultant's insurance carrier. The Town may retain any amount so withheld for such period as it may deem advisable to protect the Town against any loss and may, after written notice to the Consultant, be applied in satisfaction of any claim herein described. This provision is intended solely for the benefit of the Town. No person shall have any right against the Town or claim against the Town by reason of the Town's failure or refusal to withhold monies. No interest shall be payable by the Town on any amounts withheld under this provision. This provision is not intended to limit or in any way prejudice any other right of the Town. The method of contractor selection has not been determined at this time.
