Demolition, site work, paving and new construction of a mixed-use development in Mercedes, Texas. Completed plans call for the demolition of a municipal facility; for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; for the construction of a 4,840-square-foot municipal facility; municipal facility; and municipal facility.

Base Bid: a. The Design-Builder shall design and construct a new Administration Building with a total footprint of approximately 4,840 square feet. The building shall meet LEED Silver certification requirements prior to acceptance. b. The Design-Builder shall demolish and dispose approximately 4,000 square feet of the existing Mercedes Main Office building in its entirety, except for the HVAC system and Generator which shall be disconnected and turned over to the Mercedes Area Operations Manager. Demolition shall include an 840 square-foot outdoor shed located on the southwest corner of the compound c. The Mercedes Field Office staff will remain in the existing building while the new Administration Building is constructed. Demolition of the existing building shall be accomplished after all administrative staff has been moved into the new building. e. Site work includes reconstruction of the existing staff parking lot (approximately 23,500 square feet), sidewalk, chain link fencing with vehicle and pedestrian gates, and a new visitors parking lot. Demolition of the existing staff parking lot shall be accomplished after the visitors' parking lot has been constructed in its entirety. The Contractor shall furnish all labor, material, and equipment necessary to complete the Design-Build of the Mercedes Field Office Administrative Building. This requirement is being solicited as 100% Small Business Set-Aside. This is a Firm Fixed Price Contract. In accordance with FAR Part 36.204 Disclosure of the Magnitude of Construction Projects the estimated magnitude of this project is between $1,000,000 and $5,000,000. The applicable NAICS Code is 236220 Commercial and Institutional Building Construction. In accordance with FAR Provision 52.236-27 Alt I, Site Visit (Construction FEB 1995) - Alternate 1 (FEB 1995), a site visit shall be held at 09:00 am CST on 11 May 2022 at the USIBWC Mercedes Field Office, 325 Golf Course Road, Mercedes, Texas 78570. All request for information must be submitted in writing (Microsoft Word documents only) no later than 2:00 pm MST on 10 May 2022. Questions should be sent to blanca.ochoa@ibwc.gov and carmella.speer@ibwc.gov. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than Nine hundred thirty four (934) calendar days. All design work shall be completed within three hundred eighty four (384) calendar days. Construction work shall be completed within four hundred sixty (460) calendar days. The durations provided for design and construction are anticipated and shall not be exceeded. Final design and construction Contract durations will be negotiated with Offerors during Phase Two technical proposal evaluations and shall be reflected in the Award document. Closeout paperwork shall be completed within ninety (90) calendar days after completion of construction.* The time stated for completion shall include final cleanup of the premises. PROJECT CONTROL 1.6.A. For each design item, segment, or phase of construction designated by the Design-Builder, the Design-Builder shall include the design reviews and, through day to day communications, to keep USIBWC up to date on exact timing of reviews. 1.6.B. The Design-Builder shall allow USIBWC design review days, specified in Section 00.31.13.01 1.4, in their schedule for design review including design review of 100% designs. 1.6.C. The Design-Builder shall write and follow their QA Plan (Section 01.40.00.01). 1.6.D. The Design-Builder shall be responsible for the quality of construction and materials incorporated into the project. The Design-Builder's Quality Control/Quality Assurance (QC/QA) measures are to ensure that operational techniques and activities provide material of acceptable quality. Design-Builder sampling and testing shall be performed to control the processes and determine the degree of material compliance with the Contract Provisions. 1.6.E. The Design-Builder is responsible for the accuracy and completeness of the plans and related design prepared under this Contract and shall provide QC/QA measures defined in this Scope of Work. 1.7. USIBWC REVIEW OF DESIGN WORK 1.7.A. Government Review of Designs 1. During Government review of the provided drawings and specifications that represent the Design-Builder's design, the Government will focus on the drawings. 2. The drawings indicate to the Government the final project. The Design-Builder shall write technical specifications that ensure that the final project results in what the drawings indicate. 1.7.B. General Design Reviews 1. All designs, specifications, and drawings shall be reviewed by the Design-Builder's project team according to the QC Plan requirements. a. The review by the COR of the design work is only to verify that all the requirements of this Contract are adequately met. Review by USIBWC does not include detailed review or checking of design of major components and related details or the accuracy with which such designs are depicted on the plans. b. The Design-Builder has complete responsibility for the accuracy and completeness of the design as well as the construction documents prepared under this project 2. USIBWC may also make periodic visits to the designer(s) offices to discuss and verify design progress and the Design-Builder's QC Plan. USIBWC shall give the Design-Builder two (2) calendar days advance notice of intent to make an oversight visit. . Final Design Review 1. Prior to the release of final documents, the Design-Builder shall complete the review with engineers experienced in the appropriate disciplines(s). 2. The review shall verify that the documents were prepared in such a manner as to ensure that they will be acceptable to USIBWC, as well as meeting all requirements of this Scope of Work. 3. The criteria used in such review shall include: a. Conformity of the final documents with this Scope of Work. b. Conformity of the design provided with the site conditions. c. Verification that items called out for in the drawings are covered in the specifications. d. Verification that the drawings and specifications do not contradict each other. e. Assurance that all materials, equipment, and elements of the work provided for in such documents which shall be incorporated into the project have been provided for and designed to perform satisfactorily for the purpose intended. f. The appearance, organization, technical, and grammatical accuracy of such documents. g. Verification that such documents have been checked and signed by the drafter, designer, checker, and reviewers. h. Verification that such documents have been stamped, signed, and dated by the responsible registered engineer. i. Assurance that such documents fully provide for constructability, compatibility of materials, and conformity to acceptance criteria for inspections and tests as provided in the SOW. 1.7.D. If the USIBWC at any time determines that the work is not conforming to Contract requirements, the USIBWC reserves the right to suspend work for cause until resolution of the issue *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. All work is proposed to be completed within nine thirty-four (934) calendar days MBE (49.0%), WBE (6.9%), SBE (100%) Pre-Bid Site Visit will be held on 12 May 2022 @ 9:00am CST Name of individuals who plan to attend site visit must be submitted by 11 May 2022 @ 10:00am CST Pre-Bid questions are due by 10 May 2022 @ 10:00am CST After site visit questions are due by 20 May 2022 @ 4:00pm CST The site visit will be held at USIBWC Lower Rio Grande Field Office 325 Golf Course Road Mercedes, TX 78570
