Renovation of a medical facility in Surrey, British Columbia. Completed plans call for the renovation of a medical facility.

The purpose of this Request for Pre-Qualifications ("RFPQ") is to invite interested proponents ("Respondents") to submit Responses indicating their interest in and qualifications for the following 6 Projects: 1. D682-00 & D91-00 VGH Waste Management & Compactor and Laundry Elevator Modernization 2. D683-00 VGH Skin Care Elevator Modernization 3. D339-00 VGH Parkade Elevator Replacement 4. D391-00 VGH LBP Passenger Elevators Modernization 5. E033-00 UBCH Detwiller Tower Elevator Modernization 6. D915-00 VGH Eye Care Elevator Modernization Based on these Responses, Vancouver Coastal Health ("Authority") intends to select, in accordance with the terms of this RFPQ, a short-list of Respondents will be invited to participate in the next stage of the Construction procurement process. D683 VGH Skin Care Elevator Modernization Project Scope / Overview The elevator was originally manufactured and installed by Northern Elevator circa 1982. Most of the equipment is original to the installation and parts are still available however, obsolescence will soon become a concern due to the age of the equipment. A complete modernization of the controls, machine, drive, door operator, door detector, operating fixtures, and related equipment should be anticipated in the foreseeable future to extend the useful life of the equipment. For this project, GC will be requested to provide alternative prices for sump pump addition and upgrading existing fire alarm system. The elevator upgrade in Skincare will be completed while the Skincare operation is ongoing. This project requires close coordination with VCH team to avoid operational disruption. Project Schedule Project has current construction schedule of Apr 2022 – Nov 2022. D339 VGH Parkade Elevator Modernization Project Scope / Overview The VGH parkade elevators were manufactured and installed in 1983 according to available data tags. Most of the equipment is original to the installation of the elevator. Parts availability has becoming reduced, as the manufacturer is no longer in business, and the controls are obsolete. This has caused the elevator to be costly to maintain and its operation inconsistent. This project will design and install a modern elevator system that can be easily maintained into the future, and that will more adequately service people visiting the hospital. In addition to the replacement of the two elevators there will also be replacement of the glass canopy over the elevator shaft with a new sealed roof system, as well as cladding on portions of the exposed concreate exterior to prevent water ingress. Project’s scope also includes new roof. Project Schedule Project has current construction schedule of April 2022 – Nov 2022. D391 VGH LBP Passenger Elevators #5,6,7 Modernization Project Scope / Overview The Blackmore Service Elevators 5, 6, 7 are obsolete and the most heavily used and relied upon elevators for Vancouver General Hospital movement of food and supplies from loading docks to kitchen to patients in addition to being relied upon for patient movements. This project will be provided additional funding to complete the additional public elevators 1 through 4. These elevators originally installed in 1956, have had partial upgrades in controllers and some components in 2006. The machines (hoist motors, generators and gearbox) are 65 years old, still original, as a substantial amount of the elevator hoistway system, building and cab. These DC motors are antiquated, no longer used and not compatible with new controllers. The existing controllers are not compatible or suitable for future use in any future modernization (replacement). The elevators are in immediate need of modernization to continue providing reliable operating service and avoid repeated and extended long-term failures impacting clinical and facility operations. Lead-time from funding an elevator modernization is typically a year or more to construction start and install of the first elevator. Each elevator then takes approximately 3-4 months in modernization sequentially. These elevators although “grandfathered” from original installation do not meet current safety, building, fire or barrier free access codes. Authority has already procured elevator Contractor, TKE for the project and Respondent is expected to carry the elevator Contractor during construction. Project Schedule Project has current construction schedule of July 2022 – July 2023. E033 UBCH Detwiller Tower Elevator Modernization Project Scope / Overview The Detwiller Tower Elevator is obsolete. This single elevator is the only elevator that provides access to the penthouse and rooftop for the building where other key pieces of equipment including ventilation and cooling are located and required to service and access. The elevator was installed in 1966 with an Otis ULC relay controller and 22CT machine. This equipment was state of the art at the time and proven technology over many decades as some of the most reliable and repairable equipment in the industry. The equipment is no longer supported, well past its reliable operating lifespan and at end of life. A typical elevator lifespan is 25-30 years for reliable operation. Parts are becoming difficult to source and not available anymore. Elevator cab, car and hall operating stations are dated and need upgrades. The elevator “grandfathered” from the original installation does not meet current safety, building, fire and barrier free access codes. Improved operations and life safety features are an important component in recommended modernizations. The elevator requires a full modernization (replacement) to continue reliable operating service, future repairs and access to the building penthouse and rooftop. Project’s location is at the University of British Columbia Hospital. Project Schedule Project has current construction schedule of Apr 2022 – Nov 2022. D915 VGH Eye Care Elevator Modernization Project Scope / Overview The Eye Care Centre Elevator is obsolete. This single elevator is the only elevator that provides access the 4 levels for the building where other key pieces of equipment including ventilation and cooling are located and required to service and access. The elevator was originally manufactured and installed by Montgomery (now KONE) in 1982. The elevator equipment is mostly original and reaching the end of its useful design life. This equipment was state of the art at the time and proven technology over many decades as some of the most reliable and repairable equipment in the industry. The equipment is no longer supported, well past its reliable operating lifespan and at end of life. A typical elevator lifespan is 25-30 years for reliable operation. Parts are becoming difficult to source and not available anymore. Elevator cab, car and hall operating stations are dated and need upgrades. The elevator “grandfathered” from the original installation does not meet current safety, building, fire and barrier free access codes.
