The Northwest Bergen County Utilities Authority (the "Authority") is soliciting Qualification Statements from interested persons and/or firms for the provision of the below listed services. Inclusion of a position in this notice, however, does not constitute a warranty that the Authority will fill the position at this time or through this process. Through a Request for Qualification process, persons and/or firms interested in assisting the Authority with the provision of such services must prepare and submit a Qualification Statement in accordance with the procedure and schedule in the RFQs.
The Authority will review Qualification Statements only from those firms that submit a Qualification Statement which includes all the information required to be included as described (in the sole judgment of the Authority). The Authority intends to qualify persons and/or firms that (a) possess the professional, financial and administrative capabilities to provide the proposed services, and (b) will agree to work under the compensation terms and conditions determined by the Authority to provide the greatest benefit to the taxpayers of Bergen County. The selection of Qualified Respondents is not subject to the provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. The selection is subject to the "New Jersey Local Unit Pay-to-Play" Law, N.J.S.A. 19:44A-20.4 et seq. and its disclosure requirements. The selection is also subject to the "Equal Employment Opportunity" N.J.S.A. 10:5-31 et seq. and its implementing regulations at N.J.A.C. 17:27-1.1 et. seq.
The Authority has structured a procurement process that seeks to obtain the desired results described above, while establishing a competitive process to assure that each person and/or firm is provided an equal opportunity to submit a Qualification Statement in response to the RFQ. Qualification Statements will be evaluated in accordance with the criteria set forth within each RFQ, which will be applied in the same manner to each Qualification Statement received. In the event the Authority opens to the public after the publication of this notice and prior to the date of the opening, the Authority shall post to the Authority's website, nbcua.com, at least 48 hours in advance of the opening so that members of the public may view the opening in person at the Authority's Offices. The opening will be streamed via Zoom regardless of the status of the Authority being open to the public. The Instructions for Qualification Statements may be found on the Authority portal. The Method of Contractor Selection has not been determined at this time.
