All bids shall remain irrevocable for sixty days after the actual date of the opening thereof or such longer period of time pursuant to Act 317 of 1978 approved November 26, 1979. It is the intent of the North Codorus Township to award the contract to the lowest responsible bidder at a regularly scheduled meeting held within sixty (60) days after the actual date of bid opening. Then Township reserves the right to waive any technicalities or informalities, the right to reject any or all bids in whole or in part, and the right to award a base bid, an alternate bid of any combination thereof in accordance with the bidding instructions, which, in its sole discretion, is in the best interest of the Township.
