Pre-Bid Site Visit - Date: 1 Apr 2022 - Time 0900hrs (9:00PM EDT) Location: Hampton VA Medical Center Outside Building 27 (27 Averill Ave) 100 Emancipation Drive, Hampton, VA 23667 Requests for Information (Questions) are due no later than Thursday, April 14, 2022 at 8:00 AM EDT The Government affords no guarantee that questions (RFI's) submitted after the aforementioned date and time will be answered. Sealed Bids are due no later than the Date and time listed in Block 13 below. Bid Opening Location: Hampton VA Medical Center 100 Emancipation Drive Bldg. 27 Large Conference Room - VISN 6 Contracting Office (27 Averill Ave) Hampton, VA 23667 The Contractor shall be responsible for successful performance of Construction Services associated with the Upgrade and Structural Repair of Bldg. 27 at the Hampton VAMC as defined in the attached specifications, Drawings & Statement o Requirements. All works shall be completed in conformance with Government produced specifications and drawing. Work is composed of, but not limited to, management and performance of construction period services, permitting, demolition, construction, construction management, submittals, including general construction, structural, mechanical, electrical, plumbing, fire protection, hazardous material removal, utility systems, finishes, scheduling, quality control, inspection/testing, environmental protection, recording (As-Built) drawings, and project closeout. The Contractor will also have an opportunity to post comments regarding information that has been posted by the Government. The comments will be retained as long as the associated information is retained, i.e., for a total period of 6 years. Contractor comments will remain a part of the record unless the Contractor revises them. As required by section 3010 of Pub. L. 111-212, all information posted in FAPIIS on or after April 15, 2011, except past performance reviews, will be publicly available. Public requests for system information posted prior to April 15, 2011, will be handled under Freedom of Information Act procedures, including, where appropriate, procedures promulgated under E.O. 12600. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 365 days after receipt of notice to proceed. The time stated for completion shall include final cleanup of the premises. The completion date is based on the assumption that the successful offeror will receive the notice to proceed by est. 20 Days ARO. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer. *The value for this project is based on a financial range.
