Bid and Performance Bonds: Bidders must present to the school district bid and performance bonds as outlined below: 1. Bid Bond: The Public Works Construction Law requires all bidders to submit bid bonds for all public works construction contracts with estimated bids or proposals over $100,000. O.C.G.A. 36-91-50(a). The bid bond must be in an amount equal to 5% of the total contract amount. In lieu of a bid bond, the school system will accept a cashier's check, certified check, or cash deposit in an amount equal to at least 5% of the total contract amount. If the bid does not exceed $300,000, the system may also accept an irrevocable letter of credit in lieu of the bid bond. No bid or proposal shall be complete unless a bid bond has been submitted. O.C.G.A. 36-91-50(d). 2. Performance bonds: A performance bond is required for an amount equal to the contract amount for all public works construction projects that exceed $100,000.00 and are subject to the requirements of the Local Government Public Works Construction Law. O.C.G.A. 36-91-70. The performance bond must be in an amount equal to the contract, and it shall be increased as the contract amount increases. O.C.G.A. 36-91-70. If the contract is less than $300,000, the system will accept an irrevocable letter of credit instead of a performance bond. O.C.G.A. 36-91-71. Schedule Work may begin May 23, 2022, and MUST be completed by August 6, 2022. The completion date is non-negotiable since the track is located inside the system's football stadium and surrounds the football field. The work must be completed before the start of football season. The Thomas County School System is seeking proposals for the modernization and renovation ofthe athletic track located at the Jackets' Nest Stadium utilized by Thomas County Central High School for athletic track practice and for competitive track meets. When not in use by the school system, the track is open to the community for walking and recreational use. The track was constructed as a 440 yard track. As part ofthis project, the track is to be converted into 400 meter track that is fully compliant with competition requirements ofthe National Federation of State High School Associations (NFHS) and the Georgia High School Association. Renovations to the track shall include lengthening the track by adjusting the radius on the south end of the field. See the sketch at right.
