THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. A PRE-SOLICITATION SYNOPSIS OF THE PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE THAT WILL PROVIDE INSTRUCTIONS FOR BIDDERS TO RESPOND TO THIS OPPORTUNITY. The Federal Bureau of Prisons (FBOP) anticipates the need for a firm-fixed-price construction contract for a project entitled "Replace Roofs (Tornado)" at the Federal Correctional Institution (FCI) located in Estill, South Carolina. FCI Estill is a federal correctional institution located on 100 Prison Road, Estill, SC 29918. The project consists of furnishing all equipment, materials and labor for the complete construction of the work. Complete roof replacement for the buildings located in the area of work identified as shown on the drawings. Scope of work includes demolition of existing low-slope roof membrane and steep-slope metal roof systems, existing skylight units and existing roof access hatch, down to the existing roof deck (OSB sheathing, plywood sheathing, or metal roof deck) or open steel framing where occurs. Demolition of low-slope roofs includes existing roof membrane, membrane flashing, parapet substrate, primary and overflow roof drains, scuppers, wood blocking, parapet coping, skylight units, roof access hatches, metal roof panels, continuous rib purlins and clips, underlayment, rigid roofing insulation, metal flashing, gutters, downspouts, roof transitions, trim and other related components associated with the existing roofing assemblies. Demolition of steep-slope roofs includes existing metal roof panels, continuous rib purlins and clips, underlayment, rigid roofing insulation, metal flashing, gutters, downspouts, roof transitions, trim and other related components associated with the existing roofing assemblies. Install new membrane roof assembly including fully-adhered TPO roof membrane, rigid roof insulation board, primary and overflow roof drains tied into existing roof drain leaders, through wall scuppers, parapet membrane flashing over new parapet substrate, fabricated parapet coping, skylight units, roof access hatches, pressure treated wood blocking, roof curbs, metal flashing, transitions, trim and other related components to achieve a complete warranted, weathertight enclosure and roof storm drainage system. Install new metal roofing assembly including standing seam metal roof panels with continuous zee-rib purlins, underlayment, rigid roof insulation board where applicable, metal flashing, gutters, downspouts, transitions, trim and other related components to achieve a complete warranted, weathertight enclosure and storm drainage steep-slope roof system. Work includes removal and replacement of vertical exterior wall elements (metal wall panels, sub-framing, trim, flashing, transitions and other related components) associated with the vertical building enclosure where identified on buildings S, T, U and OW. Remove and replace existing roof mounted units and penetrations as scheduled. Other work indicated in the contract documents includes install new roof top mounted units and lightning protection system. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of this project is more than $10,000,000. (NOTE: This range is one of eight available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.) The North American Industrial Classification System (NAICS) code applicable to this requirement is 238160 (Roofing Contractors) with a corresponding small business size standard of $16,500,000. The FBOP is seeking small business contractors for this project. Your business size metrics information entered in your https://sam.gov registration must be less than or equal to the small business size standard specified above (see provision 52.219-1 in the Representations & Certifications section of your https://sam.gov registration). Interested contractors are requested to respond to this notice by adding their business names to the Interested Vendors List for this posting in https://sam.gov (must be logged in to your vendor account). Please add your business name only if you are interested in submitting a bid as a Prime contractor and are capable and eligible to compete for and perform this project. This notice is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of the project. The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of contract with subcontractors. The pre-solicitation synopsis (to be posted at a later date) will include further instructions for responding to this opportunity.
