**As of May 20, 2022, this project has not yet been awarded. A timeline for award has not yet been established.** As the first step in a two-step proposal process, the City of Pflugerville is requesting Statements of Qualifications (SOQs) from potential Construction Managers-at-Risk (CMARs) demonstrating the Proposer's qualifications and ability to construct the Secondary Colorado River Raw Water Line project. To be considered for this project, your firm must meet the qualifications and satisfy the requirements set forth in the RFQ. The City is applying to the TWDB for the funding of this project either in whole or in part. This contract may be funded by the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Request for Qualifications (RFQ) may be funded in whole or in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this RFQ, or any resulting contract. RFQ's are issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act). Should the City receive TWDB funding for this project, this contract will be subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) firms. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, age, handicap or national origin. Small, minority, and women-owned business enterprises are encouraged to submit proposals. Note that all questions, clarifications, or requests for general information should be in writing via email to projects@pflugervilletx.gov. The submission deadline for general information requests will be 4 p.m. on Wednesday, March 23, 2022.
