The City is under contract with Vortex International for all of the above ground water features, a water quality management system, water containment system, various Vortex support services, etc. The executed purchase order from Vortex for this is enclosed, for review. Also enclosed is the As-Designed Splash Pad rendering. The Rendering was done by Vortex. Subcontractors are permissible to utilize at the discretion of the Contractor (i.e...Plumbing, Electrical, etc). CLARIFICATION DEADLINE 3/31/2022 4:00 PM Construction will Occur in Late-Summer/Fall/Winter of 2022. Contractor MUST have construction complete for the Summer 2023 opening. **Potential bidders are strongly encouraged to ask any and all project questions in the built in Q&A of PennBid. They will be answered.** If any addenda are issued, a notification will be sent to all potential bidders, and it will be listed here also (with addenda number and date). Note: As of today, the day the Ad is live (3-11-2022) non PE stamped plans are in the Documents folder. Stamped PE plans will be inserted within the folder in the next week or two. No state or federal wage rates rates are required to be paid for this project The 3 project pay items to be bid on, are as follows: Construct Splashpad - as designed (Required Bid item) This work includes installing the complete splashpad item, as shown on the project plan set, in totality. This includes utilizing the City purchased Vortex products for full install, and providing any additional materials, manpower, mobilization that is required for a complete install. Install required Waterline and Sewer line to Pad (Required Bid item) This work includes installing the required waterline and Sewer line to the splashpad, from Sherman St, just east of the Site. This work includes all materials, manpower, and mobilization that is required for a complete install. Coordination with the Williamsport Municipal Water Authority (WMWA) will be required. Provide Elec Panel & Power supply to Pad (Required Bid item) This Work includes installing the required Electrical Service Panel from one of two nearby poolhouse structures on site (both just north of the pad location, both within 275 LF), to power the splash pad. This work includes all materials, manpower, and mobilization that is required for a complete install. Please note the electrical requirements on the Project Plans. A COMPLETE BID INCLUDES: 1) 5% Bid Bond 2) Required Bid Paperwork (enclosed in this Ad) 3) REQUIRED Non-Collusion Affidavit (enclosed in this Ad) 4) Bid dollar values for the pay items entered, and questions answered 5) Any additional items a bidder may want to include (proposal, past projects info, bond information, etc) The Contractor must utilize the services of a Vortex Certified Installer for the installation of the Vortex Products, or must be a Vortex Certified Installer themselves. If the installer does NOT have this certification, they need to be able to show at least 3 past successful installs of Splash Pads, in their proposal. The governing construction code will be the ICC IBC-2021, as noted in the General Notes on the Project Plans, Note 1.3. The scope of work for the project is as follows: Perform the required Pennsylvania One Call notifications for excavation. Excavate for and install the Water Quality Management System, Water Containment System and the Splash Pad elements, as shown on the Project Plans. Install all required electrical and plumbing elements, per the Project Plans. Install rebar and pour Splash Pad concrete as noted in the General Notes, and as shown in the plans. Connect above ground features, as shown on the Project Plans. Restore the area surrounding the pad to pre-construction conditions. Contractors be sure to read the General Notes on the construction plans. Information pertaining to them are as follows: There is no soil or foundation report for the project site. All Plumbing work to be performed by a Licensed Plumber All Electrical work to be performed by a Licensed Electrician. In addition to the work shown on the project plans, the Contractor will be required to provide freshwater and stormwater connectivity from Sherman Street on the east to the Splash Pad location. Please contact the Williamsport Municipal Water Authority (WMWA), as needed. They are familiar with this project. The electrical service requirements to the power the Splash Pad are shown on the project plans. Providing the electrical connection and service panel to the Splash Pad is also a bid item. A cashier's check or an acceptable bidder's bond, payable to the City of Williamsport, in an amount of not less than five (5%) percent of the largest possible total for the bid submitted, must accompany the bid. The successful bidder will be required to comply with all applicable equal opportunity laws and regulations. The City reserves the right to reject any or all bids and to waive irregularity in the Bids and in the Bidding.
