Renovation of a clubhouse / community center in Montville, New Jersey. Completed plans call for the renovation of a clubhouse / community center.

Bids may be hand-delivered or mailed by certified mail. Montville Township will not be responsible for any bid mailed which is lost in transit or delivered late. Bids will not be accepted after said hour. Project Description: The project scope includes replacement of the front doors of the Montville Senior House and all their corresponding components. The doors shall be Bi-parting 4-panel unit with overall dimensions of 139 1/2" w X 96 1/2" h V.I.F. and 4" bottom rail with electric lock, or approved equal replacement. Bids or proposals shall be made on the forms provided, attached to the specifications, submitted intact and otherwise must conform to the general instructions, specifications, terms and conditions. The Township will not be held responsible for contract documents received from any source other than the Township. Bidders must comply with the following New Jersey State Statutes: P.L. 1975, Chapter 127 (Affirmative Action Program). P.L. 1977, Chapter 33 (Statement of ownership). N.J.S.A. 40A:11-18 (American Goods and Products to be used where possible). N.J.S.A. 34:11-56-50 (Public Works Contractor Registration Act). P.L. 2004, Chapter 57, amending N.J.S.A. 52:32-44 (Business Registration Act) N.J.S.A. 19:44A-2013 (P.L. 2005, c271.s.3) New Jersey Election Law Enforcement Commission. Bidders are required to comply with Federal guidelines and regulations and Davis-Bacon Wage Determination, Copeland Anti-Kickback Act, Executive Order 11246, Fair Labor Standards Act, Executive Order 11246.2 and ALL the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq., the Americans with Disabilities Act and N.J.S.A. 52:25-24-2 P.L. 1977, Chapter 33. Bidders are also required to comply with other provisions of the law including, but not limited to: N.J.S.A. 52:25-24.2 (P.L. 1977, C33, Disclosure Ownership) N.J.S.A. 52:32-32-44 (P.L. 2004, C.57, Business Registration) N.J.S.A. 34.11-56.25 et. seq. (P.L. 1963, C. 150, Prevailing Wages) N.J.S.A. 34.11-56.48 (Public Works Contractor Registration) Funding for this project is provided by the United States Department of Housing and Urban Development to the County of Morris CBDG Community Development. Therefore, the Federal Labor Standards Provisions and Davis Bacon Wage Rates and reporting will apply. Attention is called to the fact that the contractor must ensure that employees and applicants for employment are not discriminated against because of their age, race, creed, color, national origin, ancestry, marital status, sex, affectional or sexual orientation and to the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and that, when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises, and Section 3 Businesses (contracts over $100,000) are encouraged to submit bids. CONTRACTOR'S RESPONSIBILITIES (a) Provide list of all subcontractors and information for the Contract/Subcontract Activity Report including Name, address, type of trade, EIN, DUNS, Social Security number (required), ethnicity, Section 3, contract amount. If not known at the time of pre-construction, must be provided to the grantee within a reasonable timeframe. Suggest submission of a weekly report of subcontractors on the jobsite. (b) Contractors are responsible for ensuring subs are not on the Federal Debarred Contractor list. Please provide Attachment G. (c) Contractors are responsible for compliance with federal requirements by all subs and should incorporate the wage decision and all CDBG special conditions in contracts. (d) Contractors must determine if additional wag classifications are needed, and if so, request such additional classifications and attach required supporting documentation. (e) Contractors must collect weekly payrolls from subs and obtain other documentation required for authorized payroll deductions and obtain corrections if needed. (f) Failure to comply with weekly submission of documentation or required corrections could result in withholding of progress or final payments. Proposals must be placed in sealed envelopes and delivered to the Township of Montville Engineering Department, 195 Changebridge Road, Montville, New Jersey 07045, with the proposal description and the name and address of the Bidder clearly marked on the outside of the envelope. The Township of Montville reserves the right to reject any and all proposals or to waive any minor informalities or irregularities in the proposal received and to accept the proposal which is in the best interests of the Township.
