Site work and new construction of a library in Pugwash, Nova Scotia. Completed plans call for the construction of a 23,922-square-foot, one-story above grade library; and for site work for a library.
In 2014, the Pugwash Library Centre Feasibility Study and Concept Design was developed. The report explored community needs, potential markets, conceptual design, and potential sites for the envisioned Centre. The analysis identified the current library as an important and well-used community asset, however, challenges associated with the space in the former train station have emphasized the need for a new and improved facility to better serve community needs. The need for a community library has been highlighted for several years: before the 2014 Pugwash Centre Feasibility Study and Concept Design was developed, it was established that building a new library was one of the key community priorities. The current library is very small, at only 802 square feet, with limited storage and circulation space around library stacks. It is not accessible for those using wheelchairs, strollers and walkers, and it lacks programming space, computers, staffing space, storage and sufficient washroom facilities. In the Cumberland Public Libraries' facilities review, the Pugwash Library was the only one of seven libraries to be classified as being in "poor" condition. The Pugwash Library, despite its current condition, is a remarkably well-used community asset. As of 2019, almost all Pugwash residents are members of the library, a measurable endorsement of the facility and value the community has for its public library. The Municipality of the County of Cumberland hereinafter referred to as "the County" is inviting prospective proponents to submit proposals for the provision of a Design/Build Proposal that will house a new Library on a selected site in the Village of Pugwash. The successful proponent will work with County of Cumberland staff to design and build a Library that will meet the needs of all residents of the Village of Pugwash and surrounding area currently and in the future. Through the issuance of this RFP, the County intends to select a proponent that, through the evaluation process of the proposal submitted, is found to be best qualified and most suitable to provide the services required Proposals will be accepted by email addressed to: Kellie Seaman procurement@cumberlandcounty.ns.ca Any proposals submitted by fax, or telephone will not be accepted under any circumstances. The County reserves the right to waive technicalities, reject any or all bids, or any portion thereof, to advertise for new proposals, to proceed to do the work otherwise, or to abandon the work, if in the best interest of the County. The County reserves the right to request clarification of information submitted and to request additional information, if required. All costs associated with the presentation of the proposal and any supplemental information shall be borne solely by the bidder and shall not be passed on to the Municipality under any circumstances. The County reserves the right to cancel the contract immediately upon written notice, if, in theopinion of Chief Administrative Officer, the successful Proponent is not fulfilling the terms, conditions and specifications of the contract. All fees will be paid up to the date the work terminates, based on the work plan submitted and actual work completed. It is the responsibility of each bidder to ensure their proposal arrives on time. Any late proposals will not be accepted. Proposals may be withdrawn at any time prior to opening. Proposals received after the Closing Time or in locations other than the address indicated, will not be accepted and will be returned unopened. All proposals must be firm for 90 calendar days. Price to include all delivery charges, FOB Pugwash, Nova Scotia. The proponent is responsible for obtaining any needed clarification of the RFP while it is open. Questions are to be directed in writing to the contact named in the RFP. Email is the preferred method of contact. Proposal approval will be contingent on the proposal and the related capital budget for this activity being approved by the County Council. The successful proponent and the County can then proceed to settle, draft and sign the necessary legal agreement to proceed. There will not be a public opening of this proposal. The successful proponent will design and complete the construction of the County approved design of the Pugwash Public Library based on the attached concept plan. The proponent will be responsible for all aspects of the design and construction. The use of high-quality building material, lighting, heating recommendations and technologies to ensure maximum energy efficiency is expected and proposals need to demonstrate the manner that this will be achieved. These include increased insulation in walls to at least R 28 value and roof (R30 value), high-efficiency glazing, use of air-source heat pumps, a highefficiency electric boiler and installation of building-mounted solar photovoltaic panels including all distribution equipment and controls. The Pugwash Public Library is a "turnkey" project and will include (but is not limited to), all flooring, finishes, window treatments, interior furniture (patrons and staff), appliances, external signage, internal signage, shelving, built in counters, exterior furniture, landscaping, fencing, etc. b. The successful proponent shall perform the work in accordance with the National Building Code of Canada, including all amendments up to RFP closing date. c. The proponent shall comply with all laws, codes, ordinances, rules and regulations relating to the work and follow the Occupational Health and Safety Act and associated regulations under the law in the Province of Nova Scotia throughout the duration of the contract. d. Proponent will be responsible for any/all permits and/or fees required to meet all National Building Codes, Federal, Provincial regulations, Occupational Health and Safety regulations and Environmental regulations. e. Proponent will be responsible to satisfy all applicable County By-laws. f. It is the intention that the successful proponent will provide options for approval on all aspects of the project g. For your information, after the County acquired the property, it sold the house that was on the site. The foundation of the re-located house was backfilled with common material. The foundation of the previous structures on site were not removed h.
