Demolition, site work and new construction of a library in Newport News, Virginia. Conceptual plans call for the demolition of a library; for the construction of a library; and for site work for a library.

The Sherwood Site is an approximately 32-acre area assembled by the Economic Development Authority in 2016. The Sherwood Site will leverage the replacement of Grissom Library as an anchor institution and the location of municipal services to create a highly visible and inviting community hub. Municipal services currently contemplated for the Sherwood Governmental Center include, but are not limited to, functions from the Grissom Annex - North Police precinct and Department of Human Services. Other future considerations for the site may include a citizen "one-stop" which would include functions of the Department Waterworks, Commissioner of the Revenue and Treasurer, Parks and Recreation, Tourism, and Library Administration. The Sherwood Governmental Center will make services and resources more directly accessible to citizens and businesses operating in the northern portion of the City. Project funding will be utilized to facilitate planning and design for these facilities, as well as related construction activities following finalization of designs. As of March 11, 2026, this project is in the City of Newport News' FY 2026-2030 Capital Budget. Further information regarding a design firm and timeline for construction has not yet been established.
